BizPay Central and BizPay Bureau (MC Systems) audit: Jamaica and Cayman payroll costs
BizPay, from MC Systems, is a long-established payroll brand in Jamaica and the Cayman Islands, offered both as software (BizPay Central) and as an outsourced bureau (BizPay Bureau). It suits employers that own local entities; it is not an employer of record. Pricing is quote-based with setup and module fees, so benchmark against $25-$65 per employee per month plus $500-$2,500 per island setup.

MC Systems is a Jamaican software and services company best known for BizPay, a payroll product with long use among Jamaican employers and a presence in the Cayman Islands. Market sources describe MC Systems as part of the Jamaica National (JN) Group; confirm current ownership if it matters to your vendor-risk review. BizPay is offered in two ways: BizPay Central, software your own staff run, and BizPay Bureau, where MC Systems processes payroll for you.
The strengths of a long-standing local product are deep familiarity with Jamaican statutory practice (calculation order for NIS, Education Tax and PAYE, the S01 and S02 filings), a large pool of local payroll staff who already know the software, and established links with local banks for salary files.
Neither mode is an employer of record. Your company must own the entity in Jamaica or the Cayman Islands. Before signing, confirm:
- Which entity contracts with you for each country, and whether Cayman service is delivered locally or from Jamaica.
- For the bureau: who submits filings and who is accountable for late or incorrect submissions.
- Which modules are quoted (payroll, HR, leave, self-service, time) and which are add-ons.
- Cayman support for pension provider files and health insurance deductions.
BizPay pricing structure and benchmarks
BizPay pricing is quote-based, often with a setup fee and module pricing. The table gives the lines to request and the benchmark to compare against.
| Cost line | How it is commonly quoted | Benchmark / what to ask |
|---|---|---|
| Bureau processing | Per employee per payroll run, or monthly | $25-$65 PEPM; confirm pay frequency assumption |
| Software license | Annual license or subscription by headcount band | Include upgrades and statutory updates |
| Setup / implementation | Per company; module-based | $500-$2,500 per island for a bureau |
| Year-end (S02, P24) | Sometimes separate | Ask whether included |
| Bank file / payment | Included or per run | Which banks are supported |
| Additional entities | Per entity | Price for each new company or island |
Weekly or fortnightly pay, common in Jamaican hospitality and manufacturing, can multiply per-run pricing. Convert every quote to a per-employee-per-month figure before comparing. The fee audit calculator shows how a bureau compares with an EOR.
Ask also whether the bureau price includes pension and health insurance remittance files for Cayman, and whether changes in employee count during the month are pro-rated. For groups with both Jamaica and Cayman entities, request one consolidated quote to see whether a multi-country price applies.
Worked 12-month cost: 6 fund administrators in George Town and 15 staff in Kingston
Assumptions: six Cayman staff on KYD 8,000 per month (KYD 96,000 per year, $115,200 at 1 KYD = 1.20 USD), health insurance paid 100% by the employer at $600 per month; 15 Jamaica staff on JMD 3,000,000 per year; bureau at the $40 PEPM midpoint. Rates are 2026 figures; confirm with the Cayman pensions regulator and TAJ before payroll is run.
The bureau fee is about 1% of total employment cost here. For a team that owns its entities, the provider fee matters less than accuracy: a missed pension contribution or late S01 costs more than the fee difference between bureaus. Compare with an EOR at $599 PEPM: $150,948 for 21 staff. See the Cayman and Bermuda hiring playbook.
Contract clauses to check
- Responsibility split. For the bureau, a clear statement of who prepares, approves and submits each filing, with deadlines (Jamaica S01 by the 14th).
- Error remedy. Who pays interest and penalties if the bureau makes a processing error.
- Termination and severance. Your entity pays redundancy under the ETRPA in Jamaica; confirm the software calculates it and the notice tiers correctly. See the redundancy playbook.
- Data. Where data is hosted, Jamaica Data Protection Act handling, and Cayman data protection requirements for Cayman staff.
- Exit. Export of history, year-end files and employee records in a standard format; notice period for leaving the bureau.
If you choose BizPay Central rather than the bureau, the responsibility split is simpler but heavier: your staff run payroll and file. In that case, focus the contract on software accuracy, update timing (for example the Jamaica tax threshold change on 1 April 2026), support response on payroll days, and training. Ask for an audit trail of who changed what, and whether historical payslips can be reproduced on demand for TAJ or Cayman audits.
When BizPay fits, and when it does not
It fits when you own entities in Jamaica or Cayman and want a product that local payroll staff already know, or a local bureau to run it. Banks, insurers, retailers and fund administrators in those two markets are typical users.
It does not fit when you have no entity (use an EOR), or need one platform across many islands beyond Jamaica and Cayman, where products such as Zettaz PayTime or TriblockHR, or a regional bureau, may cover more territory. Compare in BizPay vs SmartPay and legacy payroll migration.
A common pattern for growing companies is to start on the bureau while the entity and finance team are new, then move to BizPay Central once an internal payroll officer is in place. Ask whether that move is supported without re-implementation and at what cost. For Cayman financial-services employers, payroll is a small share of total employment cost, as the worked example shows, so pick the provider that gives you the most reliable pension and health remittances and clear audit trails, not the lowest fee.
Negotiation levers
- Setup waiver or credit for a multi-year term.
- Per-month pricing rather than per run, if you pay weekly or fortnightly.
- Year-end included in the recurring fee.
- Multi-entity discount when Jamaica and Cayman are on one contract.
- Service levels with credits for missed payroll deadlines.
Most savings come from structure, not headline price. Ask for a single setup fee across both islands where configuration is shared, and for pricing bands that do not jump when you add a few employees. Get service levels in writing, including the cut-off for payroll inputs, the time from approval to bank file, and the response time for urgent issues. Ask for a reference customer of similar size and industry in Cayman. And check the notice period to leave, so you are not locked in if service falls short.
If you are moving from another bureau, ask MC Systems to quote the migration of year-to-date figures separately, so a mid-year switch does not create errors in the S02 or in Cayman pension reconciliations.
Straight answers
FAQs
Is BizPay an employer of record?
No. BizPay is payroll software (BizPay Central) and an outsourced payroll service (BizPay Bureau). Your company must own the local entity and remains the legal employer.
What are Cayman employer payroll costs?
Cayman has no payroll or income tax. Employers pay 5% pension on pensionable earnings up to KYD 87,000 a year, matched by 5% from the employee, and must provide approved health insurance, with at least a 50/50 premium split. Many finance employers pay 100%.
How much does BizPay cost?
Pricing is quote-based and usually includes setup and module fees. Benchmark the recurring fee against $25-$65 per employee per month and setup against $500-$2,500 per island.
Should I pay per payroll run or per month?
If you pay weekly or fortnightly, per-run pricing can be two to four times the monthly figure. Convert all quotes to per employee per month before comparing.
