BizPay (MC Systems) vs. SmartPay: Jamaica and regional payroll bureau comparison

BizPay and SmartPay are payroll software and bureau options for employers that already have a Jamaican or regional entity; neither is an Employer of Record. Both price on quote. For a 40-employee Jamaica payroll, the regional market benchmark for a managed bureau is USD 12,500 to 33,700 in year one, while the statutory cost on that payroll is about JMD 14.6 million and does not change with the provider.

The two options

BizPay, from MC Systems, is a long-established payroll brand in Jamaica and the Cayman Islands, reported as part of the JN (Jamaica National) Group. It is offered as software (BizPay Central) and as a bureau service (BizPay Bureau) where MC Systems processes payroll for you. Its depth in Jamaican statutory payroll, including the S01 and S02, is its main strength. Buyers commonly report a module-by-module quoting process, so allow time for scoping.

SmartPay is a payroll software and bureau name used in the regional market. Because similar names are used by unrelated payroll firms in other countries, confirm the exact legal entity, the islands it supports and whether you are buying software, a bureau service or both before comparing.

Both options assume you are the employer. Your Jamaican company holds the TRN and NIS employer registration, signs the employment contracts, funds the payroll from a local account and carries ETRPA severance obligations. The bureau calculates, produces payslips and bank files, and may submit returns on your behalf, but the legal duty to remit remains yours. If you have no entity in Jamaica or the Cayman Islands, you need an EOR instead; see EOR vs PEO vs payroll bureau.

Worked example: a 40-person Jamaica payroll

A Jamaican entity with 30 staff at JMD 180,000 a month and 10 at JMD 450,000. The higher earners pass the NIS ceiling of JMD 416,666.67 a month, so their NIS is capped and Education Tax uses the capped employee NIS. Bureau cost uses the regional market benchmark, not either vendor's price. FX benchmark USD 1 = JMD 158.

JMD 180,000 earner (employer) NIS 3.0% x 180,000 = 5,400.00 NHT 3.0% x 180,000 = 5,400.00 Ed Tax 3.5% x (180,000 - 5,400) = 6,111.00 HEART 3.0% x 180,000 = 5,400.00 Total = 22,311.00 x 30 = 669,330.00 JMD 450,000 earner (employer) NIS 3.0% x 416,666.67 (cap) = 12,500.00 NHT 3.0% x 450,000 = 13,500.00 Ed Tax 3.5% x (450,000 - 12,500) = 15,312.50 HEART 3.0% x 450,000 = 13,500.00 Total = 54,812.50 x 10 = 548,125.00 Monthly employer statutory = JMD 1,217,455.00 Annual employer statutory = JMD 14,609,460.00 Annual gross plus statutory = JMD 133,409,460 = USD 844,363.67 Bureau layer, 40 staff, 1 island (market benchmark) Low: 40 x 25 x 12 = 12,000 + 500 = USD 12,500 High: 40 x 65 x 12 = 31,200 + 2,500 = USD 33,700 For scale, global EOR at $599 list = USD 287,520 a year

The bureau fee is about 4% of the loaded payroll even at the high benchmark. The larger risk is a wrong base: computing Education Tax on gross instead of statutory income overstates it by JMD 189 a month for each JMD 180,000 earner, and missing the NIS cap overstates NIS by JMD 1,000 a month for each JMD 450,000 earner. Check outputs with the Jamaica employer cost calculator and the S01 and S02 filing guide.

Who each suits

BizPay is likely to suit a Jamaican or Cayman employer that wants a provider with long local history and deep familiarity with TAJ processes, especially mid-size firms that prefer a bureau to run payroll end to end. Firms with Cayman staff should ask how BizPay handles the National Pensions Act contribution of 5% employer and 5% employee up to KYD 87,000 a year, and health insurance premium deductions.

SmartPay is likely to suit buyers who, after confirming the entity and scope, find a better match on islands, interface or price. Run it through the same written questions; the comparison is only fair on identical scope.

A global EOR or regional EOR suits instead when you have no entity, or when you need staff employed within weeks. A BPO building a 50-seat centre in Kingston often starts on EOR, forms an entity, and moves to a bureau once headcount justifies it; see the nearshore BPO playbook and the entity vs EOR break-even calculator.

Switching from an EOR to a bureau

A common path to BizPay or SmartPay is a company that started on a global EOR, formed a Jamaican company once the team grew, and now wants to move staff onto its own payroll. The move saves the gap between a $599 PEPM list fee and a bureau fee, about USD 254,000 a year for 40 staff at the high bureau benchmark, but it has to be executed carefully.

  1. Register first. The new entity needs its TRN, NIS employer number and NHT and HEART registrations, and a local bank account, before the first payroll. Bank onboarding is often the longest step.
  2. Agree continuity of service. Employees move from the EOR's employment to yours. Under the ETRPA, redundancy pay of two weeks per year applies after 104 weeks of service, so agree in writing that service is continuous and that no redundancy is triggered by the transfer. Take local legal advice.
  3. Time the cut-over at a month end. The EOR files the S01 for its last month; your entity files from the next. Mid-month splits create two S01 filings for one employee and are a frequent source of TAJ queries.
  4. Recover the deposit. Check the EOR's refund timing and any exit or transfer fee.
  5. Carry over year-to-date figures. PAYE thresholds are annual, so the bureau needs year-to-date pay and tax to compute PAYE correctly for the rest of the tax year.

Before you start, price what the EOR is costing you today in the EOR fee audit. The same steps apply in Trinidad and Tobago, with NIBTT and BIR registrations in place of TAJ.

Questions to put in writing, and a decision checklist

  1. Is this software, a bureau service, or both? Which legal entity signs the contract?
  2. Which islands are supported today, with statutory tables maintained by you?
  3. Will you submit the S01 by the 14th and the S02 by March 31 on our behalf, and who pays a penalty caused by your error?
  4. Which banks can receive your payment files?
  5. Full price: per-employee fee, modules, setup, migration, year-end, and minimum term.
  6. How was the April 1, 2026 tax-free threshold of JMD 1,902,360 applied, and when?
  • Confirm the entity and employer registrations are in place.
  • Request identical-scope quotes from both.
  • Parallel-run one month and reconcile every statutory line.
  • Confirm 2026 rates with TAJ before go-live.

Straight answers

FAQs

Is BizPay an Employer of Record?

No. BizPay by MC Systems is payroll software and a bureau service for employers that have their own entity. Your company remains the legal employer and holds the TAJ and NIS registrations.

How much does a payroll bureau cost in Jamaica?

BizPay and SmartPay quote by scope rather than publishing prices. As a regional market benchmark, managed payroll runs about $25 to $65 PEPM plus a $500 to $2,500 setup per island. Get identical-scope written quotes.

When is the Jamaica S01 due?

The monthly S01 return and payment of NIS, NHT, Education Tax, HEART and PAYE are due by the 14th of the following month. The annual S02 is due March 31. Confirm current deadlines with TAJ.

What is the maximum employer NIS in Jamaica?

NIS is 3% employer on earnings up to JMD 5,000,000 a year, which is JMD 416,666.67 a month. The employer maximum is therefore JMD 12,500 a month or JMD 150,000 a year per employee.
