Comparison · Global EOR platforms
Rippling vs Pebl (formerly Velocity Global) for hiring in Jamaica, Trinidad and the wider Caribbean
Rippling and Pebl are commonly quoted in the same $599-$699 per employee per month (PEPM) band, so the headline fee rarely decides the deal in the Caribbean. What decides it is which legal entity employs your worker on each island, how JMD or TTD payroll is funded and converted, and how well the platform handles local filings such as Jamaica's S01 and Trinidad's NIS ceiling. Rippling suits companies that want EOR inside one HR, IT and payroll system; Pebl suits buyers who want a dedicated EOR service team.

Two different products that land at a similar price
Rippling is first an HR, IT and payroll platform. Its employer of record (EOR) product sits inside the same system that runs your US payroll, device management, app access and benefits. If your people team already runs on Rippling, adding a Caribbean hire means one more record in a system you know, one approval chain and one place for reporting.
Pebl is the name Velocity Global now operates under. It has a long history as a dedicated EOR provider, and its pitch is the service layer around employment: country specialists, contract drafting, onboarding support and contractor management. Buyers who have little in-house international HR knowledge often value that more than a unified dashboard.
Neither company publishes an island-by-island list of which Caribbean countries are covered by its own entity and which run through an in-country partner. That is normal across global EOR providers, and it is not a reason to avoid either. It is a reason to ask, in writing, before signing. For Jamaica, Trinidad and Tobago, Barbados, Guyana, the Bahamas and the Dominican Republic, the answer changes who signs the employment contract, whose name appears on the TAJ, NIBTT or TSS registration, and who your worker would name in a dispute before the Industrial Disputes Tribunal or the Industrial Court.
In practice, the deciding factors for Caribbean hiring are usually these four: the legal employer on each island, the FX method for local-currency payroll, deposit terms, and whether local statutory items (NHT, HEART, Health Surcharge, 13th month in the DR) are handled natively or by manual workaround.
Side-by-side: what to compare in a Caribbean context
The table below sets out what is commonly quoted and what each platform is generally positioned for. Where a cell says "verify", the answer depends on the island and on the contract you are offered, so get it confirmed by the vendor in the order form.
| Factor | Rippling | Pebl (formerly Velocity Global) |
|---|---|---|
| Core product | HRIS, IT and payroll suite with EOR module | Dedicated EOR and contractor management |
| Commonly quoted EOR fee | $599-$699 PEPM list price | $599-$699 PEPM list price |

Both platforms can be the right choice. The practical difference is where the value sits: Rippling in the system, Pebl in the service. A direct regional EOR or PEO operator, commonly quoted at $195-$350 PEPM, is the third option worth pricing when your team is concentrated in one or two islands; see global vs regional EOR.
Worked example: five hires in Kingston
Five finance and operations staff in Jamaica, each on JMD 400,000 a month (JMD 4.8 million a year). Benchmark FX: USD 1 = JMD 158 (November 2026). Statutory figures are 2026 rates from TAJ guidance; confirm with TAJ before payroll is run.
The $100 gap between the bottom and top of the list-price band is worth USD 6,000 a year on five people. The FX line is smaller, but it scales with salary, not headcount, so a team of senior hires feels it more. The deposit is not a cost, but it is cash you will not see again until the contract ends, so ask whether it can be replaced by a bank guarantee or reduced after twelve months.
Who each option suits
- Choose Rippling if your US or Canadian workforce already runs on Rippling, you want one approval flow for hiring, devices and app access, and your Caribbean hires are a small share of total headcount. The time saved on admin can outweigh a higher PEPM.
- Choose Pebl if you do not have an international HR team, you expect questions about contracts, probation, leave and termination, and you would rather have a named account team than a self-serve dashboard. Its long EOR track record is a genuine strength for first-time buyers.
- Price a direct regional EOR or PEO if more than about five hires sit in one or two islands, you need a Jamaican or Trinidadian employer on record that local banks and authorities know, or the PEPM gap matters more than a unified platform.
- Consider your own entity plus a payroll bureau if you expect 15 or more people in one country for several years; run the entity vs EOR break-even first.
For hires in Trinidad and Tobago, add one more filter: ask how each provider funds TTD payroll during USD shortages at local banks. The answer matters more there than in pegged markets such as Barbados, where the BBD is fixed at 2:1.
Questions to put in writing before you sign
- For each island where we will hire, name the legal entity that will be the employer of record, and say whether it is owned by you or by an in-country partner.
- State the FX method for converting our USD funding into JMD, TTD, GYD or DOP: the reference rate, the margin over that rate, and when the rate is fixed.
- State the deposit amount, what it is calculated on (gross only, or gross plus employer contributions), when it is returned, and whether a bank guarantee is accepted.
- Confirm whether any surcharge applies when the contract currency differs from the payroll currency (commonly quoted at $50 PEPM in the market).
- Provide a sample Jamaican payslip showing NIS, NHT, Education Tax on statutory income, and HEART, plus a redacted S01 extract.
- Confirm who calculates statutory severance and notice under the ETRPA (Jamaica) or RSBA (Trinidad), and whether that amount is billed at cost or with a margin.
- State any minimum term, early-termination fee, or fee for converting an employee to our own entity later.
Our Rippling Caribbean review and Safeguard Global and Pebl review go through each answer and what a reasonable response looks like.
Decision checklist
- I have the legal employer named for every island on the hiring plan.
- I have the FX margin as a number, not a description, and I have run it through the EOR fee audit.
- I know the deposit amount in USD and when it comes back.
- I have seen a sample Jamaican payslip with Education Tax calculated on statutory income, not gross.
- I have a termination cost estimate from the severance calculator for my likely tenure.
- I have one regional quote in the $195-$350 PEPM range to compare against, so the decision is based on value, not on the only two prices I collected.

FAQs
Are Rippling and Pebl priced differently for the Caribbean?
Both are commonly quoted in the $599-$699 PEPM band for EOR. The real difference shows up in FX margin, deposit terms and any off-currency surcharge, so compare the full annual cost rather than the headline fee.
Is Pebl the same company as Velocity Global?
Yes. Velocity Global rebranded as Pebl. Contracts, entities and support teams may carry either name during the transition, so check which legal entity is named on your order form.
How is Jamaican Education Tax calculated under an EOR?
Education Tax is 3.5% employer and 2.25% employee on statutory income, which is gross pay minus employee NIS. Ask any EOR for a sample payslip; if Education Tax is applied to gross, the deduction is wrong.
Can I move employees from Rippling or Pebl to my own Jamaican entity later?
Usually yes, but the terms vary. Ask in writing whether there is a conversion fee, how accrued leave and tenure transfer, and whether the transfer could be treated as a termination that triggers ETRPA redundancy entitlements.
Does the deposit earn interest or get returned?
Deposits are normally returned at contract end, less any unpaid amounts. Interest is uncommon. Ask whether a bank guarantee can replace cash and whether the deposit steps down after twelve months of clean payment history.
