Curaçao EOR and payroll guide 2026: SVB contributions (AOV/AWW, BVZ), wage tax and Dutch Caribbean labor law

Curaçao has one of the heaviest employer social security loads in the region: SVB contributions for old age (AOV/AWW) at 9.5% and basic health insurance (BVZ) at 9.3%, plus about 1% for chronic care and dismissal funds, on wages up to ANG 85,753.20 a year. On an ANG 6,000 a month salary the employer adds 19.8%. Dismissal generally needs a permit or a court order, so exits cost more time than in the English-speaking Caribbean.

SVB employer and employee contributions in 2026

The Sociale Verzekeringsbank (SVB) administers Curaçao's social insurance. Three groups of premium make up the payroll load:

  • AOV/AWW (old age pension and widows' and orphans' pension): 9.5% employer, 6.5% employee.
  • BVZ (basic health insurance): 9.3% employer, 4.3% employee. Basic health cover is provided through the SVB scheme for employees, so a separate private health plan is an add-on, not a substitute.
  • AVBZ (long-term and chronic care), cessantia (dismissal fund) and accident/sickness insurance: roughly 0.5% to 2.0% employer in total, depending on scheme and risk. The calculator uses 1.0%.

The calculator applies all three to wages up to the 2026 SVB ceiling of ANG 85,753.20 a year (ANG 7,146.10 a month). In practice the SVB applies separate bases and ceilings to some premiums, notably AVBZ and the accident and sickness insurance. Confirm each premium's base with the SVB before the first run.

Wage tax (loonbelasting) treatment

Employers withhold wage tax (loonbelasting) from employees and remit it to the Tax Collector's office, with the tax inspectorate (Inspectie der Belastingen) setting the rules. Wage tax is progressive with a basic allowance, and the rate brackets are adjusted periodically. Our calculator applies the 2026 bands on annual pay after employee SVB contributions (9.75% to ANG 34,930, 15% to ANG 46,573, 23% to ANG 69,860, 30% to ANG 98,968, 37.5% to ANG 145,541, 46.5% above) less a benchmark basic credit of ANG 2,500 a year, so its net pay figure is after wage tax. Confirm personal allowances against the current official tables.

Points for foreign employers:

  • Expat regimes. Curaçao has offered special tax treatment for qualifying incoming specialists in the past, with conditions on salary and expertise. Confirm whether any regime is open in 2026 and what it requires before using it in an offer.
  • Benefits in kind. Housing, cars and school fees are generally taxable wage; structure expat packages with advice.
  • Payroll tax is not separate. There is no employer-only payroll tax on top of SVB premiums in the calculator model; the employer cost is salary plus SVB.

Worked example: ANG 6,000 a month hotel operations manager

A hotel group hires an operations manager in Willemstad at ANG 6,000 a month (ANG 72,000 a year, about USD 3,352 a month at 1.79). Salary is under the ceiling, so every premium applies to the full salary.

Gross monthly salary ANG 6,000.00 (under ceiling ANG 7,146.10) Employer AOV/AWW 6,000 x 9.5% = ANG 570.00 Employer BVZ 6,000 x 9.3% = ANG 558.00 Employer AVBZ/cess. 6,000 x 1.0% = ANG 60.00 Employer on-costs ANG 1,188.00 Total employer cost 6,000 + 1,188 = ANG 7,188.00 (USD 4,015.64 at 1.79) Employer burden 1,188 / 6,000 = 19.80% Employee AOV/AWW 6,000 x 6.5% = ANG 390.00 Employee BVZ 6,000 x 4.3% = ANG 258.00 Net before wage tax 6,000 - 648 = ANG 5,352.00 Above the ceiling, general manager at ANG 9,000: Employer SVB 7,146.10 x 19.8% = ANG 1,414.93 (15.72% of 9,000) Employee SVB 7,146.10 x 10.8% = ANG 771.78

Wage tax then comes off the ANG 5,352.00. The ceiling caps employer SVB at about ANG 1,414.93 a month (USD 790.46), so the percentage burden falls for senior hires.

Remittance, termination and dismissal permits

SVB premiums and wage tax are reported and paid monthly. SVB contributions go to the SVB and wage tax to the Tax Collector, each on its own monthly deadline; confirm both at registration, since late payment carries surcharges and the SVB can assess estimated premiums if returns are missing.

Curaçao labor law descends from the Dutch system, and it differs sharply from English Caribbean practice:

  • Dismissal permit. To end an indefinite contract unilaterally, an employer generally needs a dismissal permit from the government labor department or a court dissolution order, unless an exception applies (probation, mutual agreement, summary dismissal for urgent cause). Building this step into the timeline is essential.
  • Cessantia. An employee dismissed for reasons not attributable to them is generally entitled to a cessantia payment based on service and salary; the formula and caps are set by law. Confirm current figures before any exit.
  • Fixed-term contracts. Successive fixed-term contracts can convert into an indefinite contract after statutory limits. Track renewals.
  • Language. Dutch and Papiamentu are official; contracts are commonly in Dutch or English with Dutch for filings.

For cross-island exit rules, see the termination and redundancy playbook.

Work permits, banking and FX

Permits. Non-Dutch foreign nationals need a work permit (tewerkstellingsvergunning) and a residence permit before starting work. Labor market testing applies: the employer must show that no suitable local candidate is available. Dutch nationals from the European Netherlands generally do not need a work permit but must register their residence through the applicable procedure. Fees and processing times are set by the labor and immigration authorities; confirm before setting a start date.

Currency. The Netherlands Antilles guilder (ANG) has been pegged at 1.79 to the US dollar for decades, and Curaçao and Sint Maarten are moving to the Caribbean guilder (XCG) at the same peg under the Central Bank of Curaçao and Sint Maarten (CBCS). Payroll systems, contracts and payslips need updating to the new currency code; confirm the transition dates with the CBCS and your bank.

  • With a fixed peg, any rate worse than 1.79 per USD on a provider invoice is spread. At 2.5% on ANG 72,000 a year that is about USD 1,000 per employee.
  • A foreign exchange commission has applied to some cross-border payments out of Curaçao; ask your bank for the current charge on payroll funding.
  • Corporate account opening requires full beneficial ownership documentation and can take several weeks.

EOR vs own entity vs payroll bureau: cost benchmarks

Curaçao is outside the core footprint of most global EOR providers, so coverage often runs through a local partner. Because the statutory load is high and dismissal is procedural, the quality of local administration matters more here than the PEPM price. Benchmarks for a six-person team:

FAQs

What are the 2026 SVB contribution rates in Curaçao?

AOV/AWW is 9.5% employer and 6.5% employee, BVZ basic health is 9.3% employer and 4.3% employee, and AVBZ, cessantia and accident premiums add roughly 0.5% to 2.0% employer. Our calculator uses 1.0% for that last group, for a 19.8% employer total. Confirm with the SVB.

What is the 2026 SVB wage ceiling?

ANG 85,753.20 a year, or ANG 7,146.10 a month. The calculator caps all premiums at that figure, which limits employer SVB to about ANG 1,414.93 a month; the SVB applies separate bases to some premiums, so confirm before payroll.

Does the calculator include Curaçao wage tax?

Yes. It applies progressive wage tax on annual pay after employee SVB contributions: 9.75% to ANG 34,930, 15% to ANG 46,573, 23% to ANG 69,860, 30% to ANG 98,968, 37.5% to ANG 145,541 and 46.5% above, less a basic tax credit benchmark of ANG 2,500 a year. Confirm personal allowances against the current official tables before running payroll.

Can I dismiss an employee in Curaçao without a permit?

Generally not for an indefinite contract, outside probation, mutual agreement or summary dismissal for urgent cause. Otherwise a dismissal permit from the labor authorities or a court dissolution is needed, and cessantia may be payable.

Is Curaçao still using the ANG?

Curaçao and Sint Maarten are transitioning from the Netherlands Antilles guilder to the Caribbean guilder (XCG) at the same 1.79 per USD peg. Confirm the transition dates with the Central Bank of Curaçao and Sint Maarten and update payroll currency codes.
