Deel Caribbean EOR audit: $599 PEPM list price, off-currency surcharges and the in-country partner question

Deel lists its Employer of Record service at $599 per employee per month, and a Caribbean quote commonly adds a security deposit, an FX margin on local-currency payroll and, in some contract setups, a $50 off-currency surcharge. For a 5-person Jamaica support team on JMD 2.4M salaries, the all-in first-year cost in our worked example is $126,437, of which $41,074 is fees and FX. The key questions are which legal entity employs your staff on each island and how the FX rate is set.

What Deel is and what its Caribbean footprint looks like

Deel is a global HR platform that combines Employer of Record (EOR), contractor payments, global payroll and HRIS in one product. Its strengths are real: a polished self-serve onboarding flow, fast contract generation, a large contractor-payment network, and one invoice across 100+ countries. For a company already paying contractors in Latin America or Europe through Deel, adding a Jamaica or Dominican Republic hire takes days, not weeks.

The Caribbean is where the buyer should do the most verification. Global EOR platforms rarely own a legal entity in every island; a common industry model is the in-country partner (ICP), a local payroll or PEO firm that holds the employment contract while the platform manages the relationship and invoicing. That model is legal and widely used. What matters is that you know which applies to you, because the employing entity determines who files the TAJ S01 in Jamaica, who registers with NIBTT in Trinidad, and who you would face in a dispute at the Industrial Disputes Tribunal or the Industrial Court.

Before signing, ask Deel to confirm in writing, country by country:

  • The registered name and number of the employing entity in each island you hire in.
  • Whether that entity is a Deel subsidiary or a partner, and whether the partner can change during the contract.
  • Which bank pays the local payroll and in which currency the worker is paid.
  • Who holds the statutory registrations (NIS, NHT, HEART, Education Tax in Jamaica; NIS and PAYE in Trinidad; TSS and INFOTEP in the Dominican Republic).

Deel will typically answer these quickly; if an answer is only verbal, treat it as unconfirmed. See our Jamaica and Trinidad and Tobago hubs for what each registration involves.

Deel Caribbean pricing structure: list price and commonly quoted add-ons

The headline fee is only one of five cost lines in a Caribbean EOR invoice. The figures below are the published list price and the ranges reported in quotes we have seen; your quote may differ, and Deel does negotiate on volume and term.

Deel EOR in the Caribbean: cost lines to price (benchmark, November 2026)
Cost lineList / commonly quotedWhat to ask in writing
EOR service fee$599 PEPM list; lower with annual prepay or 10+ seatsFixed USD fee per employee, price lock period, uplift cap at renewal
Security deposit1-2 months of gross salary plus employer costsRefund timeline at exit, whether it can be replaced by a card or letter of credit
FX on local payroll1.5%-3% above mid-market reported on JMD, TTD, DOP, GYDRate source (e.g. central bank or interbank), timestamp, margin shown on invoice
Off-currency surcharge$50 PEPM commonly quotedWhether it applies if the contract is in local currency
Setup / onboardingUsually $0 for standard EORAny fee for background checks, benefits setup or work permits
Benefits and health plansPassed through at cost or with admin feeCarrier name, admin margin, renewal terms

Two notes. First, the off-currency surcharge is avoidable in most cases: if the employment contract and the payroll are both in JMD or TTD, ask whether it applies at all. Second, the deposit is cash, not cost, but on a 20-seat team it can tie up six figures for the life of the contract. Put both numbers into the EOR fee audit calculator to see your own exposure.

Worked 12-month cost: 5 customer support agents in Kingston

Assumptions: five agents, each on JMD 2,400,000 per year (about $15,190 at the benchmark rate of USD 1 = JMD 158), Deel list price, contract in USD so the off-currency surcharge is quoted, FX margin at the 2.5% midpoint. Jamaica statutory rates are 2026 figures from TAJ; confirm them before payroll is run.

Employer statutory cost per agent (JMD, per year) NIS 3.0% x 2,400,000 (below 5,000,000 ceiling) = 72,000 NHT 3.0% x 2,400,000 = 72,000 Ed Tax 3.5% x (2,400,000 - 72,000 employee NIS) 3.5% x 2,328,000 = 81,480 HEART 3.0% x 2,400,000 = 72,000 Total statutory = 297,480 (12.4% of gross) Gross + statutory, 5 agents (2,400,000 + 297,480) x 5 = 13,487,400 JMD / 158 = $85,363.29 Deel fees and FX, 12 months EOR fee $599 x 5 x 12 = $35,940.00 Off-currency $50 x 5 x 12 = $3,000.00 FX margin 2.5% x $85,363.29 = $2,134.08 Fees + FX = $41,074.08 All-in first-year cost = $126,437.37 Deposit held (1 month gross): 5 x 15,189.87 / 12 = $6,329.11 (refundable)

Fees and FX equal 48% of the payroll-plus-statutory base. At the direct regional benchmark of $250 PEPM with the contract in JMD, the fee line would be $15,000 instead of $38,940. That gap is the number to put in front of Deel when negotiating, or to test against a direct operator through the RFP desk.

Contract clauses to check before signing

  1. Employing entity schedule. The master agreement should name the employing entity per country, or attach a schedule that does. If a partner is used, ask for the right to be told before the partner changes.
  2. Statutory pass-through. Confirm statutory contributions are invoiced at cost, line by line, so you can reconcile them against S01 filings in Jamaica or NIS remittances in Trinidad.
  3. Termination and severance. Jamaica requires redundancy pay of 2 weeks per year of service (years 1-10) after 104 weeks; Trinidad pays 2 weeks per year for years 1-4 and 3 weeks from year 5 under the RSBA. Ask whether Deel accrues these monthly, invoices them only when due, or requires a top-up of the deposit. See the redundancy playbook.
  4. Data. Where employee data is stored, which sub-processors (including the in-country partner) see it, and how it is handled under the Jamaica Data Protection Act.
  5. Exit and transfer. Notice period to terminate the EOR service, any conversion fee if you hire staff into your own entity, and whether accrued leave and service years transfer.

Ask for the answers to items 1 and 3 as a signed country addendum rather than an email. If Deel uses a partner in Jamaica, the partner is the employer named on the payslip and the TAJ registration, and the employee will see that name; tell candidates in advance so the offer is not a surprise.

When Deel is the right choice, and when it is not

Use Deel when you have 1-5 hires spread across several countries, already use Deel for contractors elsewhere, need someone employed within days, and value a single platform over the lowest unit price. It is also a reasonable bridge while you set up a local entity, as long as the exit clause is clean.

Look elsewhere when you plan 10 or more seats in one island, such as a nearshore support center in Jamaica or the Dominican Republic. At that scale the fee gap to a direct regional EOR ($195-$350 PEPM benchmark) or to your own entity plus a payroll bureau ($25-$65 PEPM) usually funds the switch within a year. Run the entity vs EOR breakeven before committing. It is also worth a second look if the confirmed employer turns out to be a local partner you could contract with directly.

For side-by-side alternatives, see Deel vs regional Caribbean EOR, Remote vs Deel and Deel alternatives in the Caribbean.

A mixed model is common: keep Deel for one-off senior hires in smaller islands, and move a concentrated team to a regional provider or your own entity once it passes 8-10 seats.

Negotiation levers that move a Deel Caribbean quote

  • Contract in local currency. Asking for JMD or TTD contracts removes the off-currency surcharge in most quotes: $600 per employee per year.
  • Seat commitment for price. A 12-month commitment for 10+ seats is the most common route to a fee below list. Ask for the discounted price to hold for added seats.
  • FX transparency. Ask for FX at a named reference rate plus a fixed margin, shown on every invoice. Even a 1-point cut on $85,000 of payroll is $850 a year.
  • Deposit structure. Offer a letter of credit, a shorter deposit (one month instead of two), or a deposit released after 6 months of on-time payment.
  • Renewal cap. Cap the annual fee uplift, for example at CPI or 5%.
  • Exit and conversion. Negotiate a zero conversion fee if you move staff into your own entity after 12 months.

Bring a competing written quote. Buyers who arrive with a direct regional proposal generally get a faster and better answer than those who ask for a discount in the abstract.

Ask for every concession in the order form, not in a sales email; renewal teams work from the signed paper.

FAQs

What does Deel charge for an employee in Jamaica?

Deel lists EOR at $599 per employee per month. On top, Caribbean quotes commonly include a deposit of 1-2 months of gross salary, an FX margin on JMD funding, and sometimes a $50 off-currency surcharge. Jamaica statutory costs of about 12.4% (NIS, NHT, Education Tax, HEART) are passed through on top of salary.

Does Deel own its own entity in Jamaica or Trinidad?

Ask Deel to confirm in writing for each island. Global EOR platforms often use a mix of owned entities and in-country partners, and the arrangement can change over time. The employment contract will name the employer; read it before the employee signs.

How can I avoid the $50 off-currency surcharge?

The surcharge is commonly quoted when the contract currency differs from the local payroll currency. Writing the employment contract in JMD, TTD or the relevant local currency usually removes it. Confirm the treatment in the order form.

Is the Deel deposit refundable?

Deposits are generally refundable at the end of the service, less any unpaid invoices or final-pay obligations such as redundancy or accrued leave. Ask for the refund timeline in days and the conditions for offset in writing.

At what headcount does Deel stop being cost-effective in the Caribbean?

In our worked examples the fee gap to a $250 PEPM direct regional EOR is about $4,200 per employee per year at list price. For 10+ seats in one island that usually justifies an RFP; for 1-3 seats across several countries Deel convenience often wins.
