Jamaica EOR, Payroll Outsourcing and TAJ Statutory Guide (2026)
A Jamaican employer pays roughly 12.4% to 12.5% on top of gross salary across four statutory lines: NIS, NHT, Education Tax and the HEART/NSTA Trust levy, all remitted to TAJ on Form S01 by the 14th of the following month. Order of calculation matters: NIS comes off first, and Education Tax is computed on what is left. Redundancy pay starts after 104 weeks of service at 2 weeks per year.

Jamaica has four payroll levies and one income tax, and only one of them, NIS, has a ceiling. That makes Jamaica cheaper than it looks for senior hires on NIS and more expensive than it looks for everything else, because NHT, Education Tax and HEART keep scaling with salary.
The sequence is fixed by TAJ and is where most offshore payroll engines go wrong:
- NIS is calculated first on gross pay, 3% from each side, up to JMD 5,000,000 of annual earnings (JMD 416,666.67 a month). The most an employer pays is JMD 12,500 a month.
- Statutory income is gross pay minus employee NIS (and any approved pension contribution).
- Education Tax is levied on statutory income, not gross: 3.5% employer, 2.25% employee.
- NHT is levied on gross emoluments: 3% employer, 2% employee, no cap.
- HEART/NSTA Trust is 3% of gross, employer only, once the monthly wage bill passes the statutory threshold of JMD 14,444.
| Contribution | Employer | Employee | Base | Ceiling |
|---|---|---|---|---|
| NIS | 3.0% | 3.0% | Gross pay | JMD 5,000,000/yr (JMD 12,500/month max employer) |
| NHT | 3.0% | 2.0% | Gross emoluments | None |
| Education Tax | 3.5% | 2.25% | Statutory income (gross minus employee NIS) | None |
| HEART/NSTA Trust | 3.0% | 0% | Gross emoluments | None (applies above JMD 14,444/month wage bill) |
| Total | about 12.5% nominal | about 7.25% plus PAYE |
Because Education Tax sits on statutory income, the effective employer load lands just under 12.5%: 12.40% at JMD 350,000 a month. Above the NIS ceiling the load falls slowly, since only the 3% NIS stops growing.
PAYE income tax and a worked monthly payroll
Jamaican PAYE applies to statutory income after the annual tax-free threshold. The threshold moved on April 1, 2026, so a payroll that straddles the fiscal year needs two thresholds in the same calendar year.
| Band (annual chargeable income) | Rate | Notes |
|---|---|---|
| Up to JMD 1,799,376 | 0% | Threshold through March 31, 2026 |
| Up to JMD 1,902,360 | 0% | Threshold from April 1, 2026 (JMD 158,530/month) |
| Above threshold up to JMD 6,000,000 | 25% | Chargeable income |
| Above JMD 6,000,000 | 30% | Chargeable income |

Remittance deadlines and TAJ forms
All five deductions go to one place. Tax Administration Jamaica collects NIS, NHT, Education Tax, HEART and PAYE together, which is simpler than most of the region but means one late filing triggers penalties on every line at once.
- Form S01: monthly employer return and payment for the prior month, due by the 14th. Filed and paid through the TAJ online portal.
- Form S02: annual reconciliation of every employee and every contribution line, due March 31 for the prior year. The S02 must reconcile to the twelve S01s; differences are what TAJ audits.
- Employee registration: each worker needs a TRN and an NIS number before the first payroll, which commonly takes one to two weeks for a new hire who does not have them.
When you buy EOR, ask the provider to send you the S01 confirmation each month, not just a payslip export. It is the only document that proves the legal employer actually remitted. Our S01/S02 filing guide covers the line-by-line return.
Redundancy pay and notice under the ETRPA
Jamaica is not at-will. The Employment (Termination and Redundancy Payments) Act sets minimum notice and a statutory redundancy payment once an employee has 104 weeks of continuous service, and unfair dismissal claims go to the Industrial Disputes Tribunal.
Three points catch foreign employers. First, redundancy has a statutory meaning: the role must have ceased or diminished, and the selection of who goes should follow a fair, documented method. Second, the ETRPA figures are floors; a contract or collective agreement that promises more wins. Third, a summary dismissal for cause still needs a hearing; the Tribunal routinely reinstates or awards compensation where the employee was not heard first.
| Continuous service | Minimum notice | Redundancy pay |
|---|---|---|
| Under 2 years (104 weeks) | 2 weeks | Not payable |
| 2 to under 5 years | 2 weeks | 2 weeks per year of service |
| 5 to 10 years | 4 weeks | 2 weeks per year of service |
| 10 to 15 years | 6 weeks | 2 weeks per year for years 1-10, 3 weeks per year above 10 |
| 15 to 20 years | 8 weeks | Same tiers |
| 20 years and over | 12 weeks | Same tiers |
Weekly pay is annual pay divided by 52. For the JMD 350,000 employee above with six years of service: JMD 4,200,000 / 52 = JMD 80,769.23 a week, times 12 weeks = JMD 969,230.77 redundancy pay, plus 4 weeks of notice or pay in lieu. Run your own case in the severance calculator, and read the termination and Industrial Court playbook before any exit.
Work permits, hiring rules and banking
Work permits. Non-Jamaicans need a work permit from the Ministry of Labour and Social Security before starting. CARICOM nationals with a CSME Certificate of Recognition of Caribbean Community Skills Qualification are exempt for the listed categories. Plan on several weeks for a permit; an EOR can sponsor one only if it is the legal employer in Jamaica, so ask which entity holds the permit. See the CSME and work permit guide.
Hiring. A written statement of terms, NIS and TRN registration, and a probation clause are standard. Kingston and Montego Bay are the main nearshore BPO hubs, and the time zone matches US Eastern for most of the year.
Banking and FX. Salaries are paid in JMD by local ACH to the employee account. The JMD floats, so a USD-funded payroll carries conversion cost every month. Global EORs typically convert at a rate with a 1.5% to 3% spread built in; a provider that publishes the BOJ reference rate and its margin separately is easier to audit. At benchmark USD 1 = JMD 158, a 2.5% spread on a 10-person team at the cost above is about USD 7,469 a year.
EOR, own entity or payroll bureau: what Jamaica costs
For 10 employees at JMD 350,000 a month, the statutory employment cost is USD 298,771 a year at benchmark FX. The provider fee is the variable:
- Global EOR at USD 599 PEPM list price: USD 71,880 a year, plus about USD 7,469 if a 2.5% FX spread applies, plus a deposit of one to two months of gross pay. Ask whether the employing entity in Jamaica is the vendor's own or an in-country partner.
- Direct regional EOR/PEO at the USD 250 PEPM benchmark (quotes run USD 195-350): USD 30,000 a year. Strong local operators such as Kingston-based PEOs know S01 and HEART cold; verify their insurance and their remittance evidence.
- Own entity plus payroll bureau: USD 25-65 PEPM plus a USD 500-2,500 setup, so about USD 5,400 a year at USD 45 PEPM, but you carry incorporation, a local bank account, audit and HR liability yourself.
Most teams under 15 seats are better served by EOR; past that, check the entity break-even. For BPO-scale planning, see the nearshore BPO playbook and the Jamaica vs Dominican Republic comparison. FAQs
Is Education Tax in Jamaica calculated on gross pay?
No. Education Tax is calculated on statutory income, which is gross pay minus the employee NIS contribution and approved pension. The employer pays 3.5% and the employee 2.25% of that figure, with no ceiling.
What is the NIS ceiling in Jamaica for 2026?
NIS is capped at JMD 5,000,000 of annual earnings, or JMD 416,666.67 a month. The maximum employer contribution is JMD 12,500 a month, matched by the employee. NHT, Education Tax and HEART have no ceiling.
When is the Jamaican Form S01 due?
The S01 monthly return and payment are due by the 14th of the month after the payroll month. The annual S02 reconciliation is due March 31. Confirm both dates with TAJ each year.
When does redundancy pay start in Jamaica?
After 104 weeks (two years) of continuous service under the ETRPA. It is 2 weeks of pay per year for the first 10 years and 3 weeks per year after that, with weekly pay equal to annual pay divided by 52.
Does HEART apply to every Jamaican employer?
The 3% HEART/NSTA Trust levy is employer-only and applies once the monthly wage bill exceeds the statutory threshold of JMD 14,444, which in practice covers any employer with a full-time salaried hire.
