Fund Administration, Captive Insurance and Executive Hiring in Cayman, Bermuda and the Bahamas
Cayman, Bermuda and the Bahamas have no personal income tax withheld from pay, but each adds its own mandatory costs: pensions and health insurance in Cayman, payroll tax of up to 9.75% plus social insurance and pension in Bermuda, and NIB in the Bahamas. For senior hires the work permit, not payroll, usually sets the timeline. This playbook sequences both for fund administrators, captive managers and regulated firms.

The absence of income tax makes these jurisdictions look simple. The mandatory employer costs sit elsewhere, and they differ by jurisdiction. These are 2026 figures; confirm them with the Cayman pensions regulator and health insurance regulator, Bermuda's Office of the Tax Commissioner and Department of Social Insurance, and the Bahamas NIB before payroll is run.
| Cost | Cayman Islands | Bermuda | Bahamas |
|---|---|---|---|
| Income tax withheld | None | None (employee share of payroll tax may be withheld) | None |
| Payroll tax | None | Employer 4.0%-9.75% by payroll size and category, remuneration up to $1,000,000 | None |
| Social insurance | None | Flat weekly fee ~BMD 75.30-78.50, split 50/50 | NIB 5.9% employer, 3.9% employee, BSD 830/week ceiling |
| Pension | 5% employer + 5% employee to KYD 87,000/yr | 5% employer + 5% employee | No mandatory private pension |
| Health insurance | Mandatory; employer pays at least 50% of SHIC premium | Mandatory (confirm employer share with the regulator) | Not a payroll levy (confirm current rules) |
| Currency | KYD, 1 KYD = USD 1.20 | BMD, 1:1 USD | BSD, 1:1 USD |
In financial services, the statutory minimum is rarely the market offer. Cayman employers commonly pay 100% of health premiums for professional staff (about USD 350-900 a month per employee), and Bermuda employers often pay more than the minimum pension. Budget to market, but configure payroll to the statute, so you know which part is contractual and which is compulsory.
Worked example: three hires, three jurisdictions
A compliance officer in Cayman at KYD 10,000 a month, a fund controller in Bermuda at BMD 15,000 a month in an exempted international business, and an operations manager in Nassau at BSD 8,000 a month.
The Bahamas has the lightest payroll on-cost for senior staff because NIB is capped; Bermuda the heaviest, because payroll tax applies to remuneration up to USD 1,000,000. Work permit fees can reverse that ranking for expat hires, so add them per person. Run variations in the Bermuda employer cost calculator.
Hiring timeline when the candidate needs a work permit
Senior financial services roles in all three jurisdictions are often filled by expatriates, and permits drive the schedule. Fees and processing times are set by the authorities (WORC in Cayman, the Department of Immigration in Bermuda, the Department of Immigration in the Bahamas) and change with policy, so confirm both before you promise a start date. In the Bahamas, annual work permit fees from about USD 1,500 to more than USD 15,000 depending on seniority are a major cost line.
- Weeks 1-3, local market test (owner: HR). Advertise the role locally as the jurisdiction requires, interview qualified local applicants and keep records. Regulators and immigration boards look at this file.
- Weeks 3-4, offer conditional on permit (owner: hiring manager and General Counsel). Make the offer conditional on permit grant and any regulatory approval for controlled functions.
- Weeks 4-12+, permit application (owner: HR or immigration counsel). Submit with the job description, local advertising evidence, qualifications and police certificates.
- Parallel, regulatory fit and proper (owner: Compliance). Directors, compliance officers and money-laundering reporting officers may need approval from the financial regulator. Start this in week 3, not after the permit.
- Start date (owner: payroll). Enroll in pension, health insurance and social insurance from the first pay period.
Caribbean nationals moving from CSME member states may follow different routes; the Bahamas and Bermuda are not part of CSME arrangements in the same way as member states, so confirm. See the work permit guide.
Entity, EOR or payroll bureau for a small regulated office
Owner: CFO and General Counsel. Regulated fund administrators, insurers and trust companies usually need a licensed local entity anyway, so the question is often who runs payroll for the entity, not who employs the staff. A Cayman or Bermuda payroll bureau running a 5-20 person office at USD 25-65 PEPM is a fraction of an EOR fee.
EOR fits two cases. First, a non-regulated function (a technology or client-service hub) that does not need a licensed entity. Second, a bridge period while the entity and its license are being set up. In both, check what the EOR can actually do locally: many global platforms rely on in-country partners for smaller jurisdictions. Ask which legal entity sponsors the work permit, because a permit tied to the EOR's entity may need to be transferred when you move staff to your own company.
Global providers can be the right choice for an executive who travels across many countries. For a local office, compare the economics with the Cayman entity vs EOR break-even scorecard, and review vendor terms in the Papaya Global audit and the BizPay (MC Systems) audit, which covers Cayman payroll bureau services. The Multiplier vs Papaya Global comparison covers multi-jurisdiction setups.
Executive packages: bonuses, housing and benefits in kind
Owner: Head of Reward with payroll. Senior packages bring items that have statutory consequences:
- Bonuses. In Bermuda, bonuses are remuneration for payroll tax, within the USD 1,000,000 annual cap per employee. In Cayman, check whether a bonus is pensionable under the plan rules and the KYD 87,000 ceiling. In the Bahamas, NIB stops at the weekly ceiling, so a bonus rarely changes the contribution for a high earner.
- Housing and relocation. Housing allowances are common for expatriates. Whether they count as remuneration or pensionable earnings differs by jurisdiction; get a written answer before configuring the earnings code.
- Health cover above the minimum. Paying 100% of a premium in Cayman is a contractual benefit layered on a 50% statutory duty. Record the split in payroll so a later change to the contract does not breach the statutory floor.
- Home-country tax. US citizens and some other nationals remain taxable at home. The employer has no local withholding to do, but the employee will need clean annual earnings statements.
Write each item into the offer letter with its payroll treatment noted beside it, and have payroll confirm the configuration before the first pay date. Packages negotiated by email and set up later are the usual source of mid-year corrections.
Risks, controls and the onboarding checklist
- Start before permit grant. Control: no access to systems or client data until the permit and any regulatory approval are on file.
- Pension enrollment missed. Control: enrollment form in the day-one pack; payroll checks the first deduction.
- Wrong Bermuda payroll tax band. Control: confirm the employer's band with the Office of the Tax Commissioner each year, as it depends on total payroll and category.
- Health insurance lapse. Control: carrier confirmation of cover before the start date.
- Permit sponsored by an EOR entity. Control: written transfer plan before staff move to your own entity.
- Bermuda social insurance miscounted. Control: payroll calendar flags months with five Mondays, when the weekly fee is due five times.

FAQs
What does an employer pay in the Cayman Islands on top of salary?
A 5% employer pension contribution on earnings up to KYD 87,000 a year, and at least half of the Standard Health Insurance Contract premium. There is no payroll or income tax. Many financial firms pay the full health premium as a contractual benefit.
What is Bermuda payroll tax in 2026?
Employers pay between 4.0% and 9.75% of remuneration, depending on annual payroll size and business category, on remuneration up to USD 1,000,000 per employee. Exempted international businesses pay the 9.75% employer rate. Confirm your band with the Office of the Tax Commissioner.
How much are work permit fees in Cayman, Bermuda and the Bahamas?
Fees are set by each immigration authority and vary by role and seniority. In the Bahamas, annual fees range from about USD 1,500 to more than USD 15,000. For Cayman and Bermuda, confirm the current schedule with WORC and the Department of Immigration before budgeting.
Is the Bahamas cheaper than Bermuda for a senior hire?
On payroll on-cost, usually yes: Bahamas NIB is 5.9% capped at BSD 830 a week, so it is about BSD 212 a month for a high earner, while Bermuda payroll tax applies up to USD 1,000,000 of pay. Work permit fees and housing costs can change the comparison.
Should a fund administrator use an EOR in Cayman?
Usually not for regulated roles, because the business needs a licensed entity anyway and a local payroll bureau is cheaper. EOR can bridge the period before the entity is licensed, or cover a non-regulated support function.
