Comparison · Deel vs regional EOR

Deel vs. a direct regional Caribbean EOR: entity ownership, FX markups and PEPM math

For a 10-person team in Jamaica at JMD 350,000 a month, the gap between Deel at its $599 PEPM list price and a direct regional EOR at a $250 benchmark is roughly USD 46,000 a year once FX and deposit costs are counted. Deel buys you one contract and one dashboard across many countries; a regional operator usually buys you a lower fee and a shorter chain to the legal employer. Which matters more depends on how many countries you hire in.

What you are actually comparing

Deel is a global platform: one master services agreement, one invoice and one interface for employees in well over 100 countries. A direct regional Caribbean EOR is a company that holds its own registered employer accounts in one or a few islands (TAJ and NIS in Jamaica, NIBTT and the Board of Inland Revenue in Trinidad and Tobago, BRA and NIS in Barbados) and employs your staff on its own payroll.

The legal duty is the same in both cases. Some entity must be the employer of record, register with the tax and social security authorities, file the Jamaica S01 by the 14th of the following month and the S02 by March 31, hold the employment contract and carry severance exposure under the ETRPA. The question is which entity, and how many layers sit between you and it.

Global platforms commonly serve smaller markets through an in-country partner (ICP): a local firm that is the registered employer while the platform manages the relationship. That is a normal and lawful structure, but it changes who you depend on when a filing is late or a termination is disputed. Ask Deel in writing which legal entity will employ your staff in each island you plan to use. A regional EOR should be able to name its own entity and its employer registration numbers on the first call.

Neither model is wrong. The right one depends on your country count, your headcount per island and how much you value one global contract over fee level.

Side-by-side: Deel and a direct regional EOR

The table sets out the terms that drive cost and risk. Deel figures are its published list price and terms commonly reported in quotes we have seen; regional figures are market benchmarks across direct operators, not any single firm's price.

Deel's strengths are real: fast onboarding, mature contractor and EOR tooling, global benefits options and a single place to see a team spread across Jamaica, Colombia and Poland. A regional operator rarely matches that interface. It competes on fee, local filing depth and direct access to the people who run the payroll.

Worked example: 10 staff in Jamaica for 12 months

Ten employees at JMD 350,000 a month each, 2026 employer contributions, benchmark FX of USD 1 = JMD 158, a 5% annual cost of capital on the deposit. The statutory cost is identical under both providers; only the provider layer differs.

Employer statutory per employee (JMD 350,000/month) NIS 3.0% x 350,000 (below 416,666.67 cap) = 10,500.00 NHT 3.0% x 350,000 = 10,500.00 Education Tax 3.5% x (350,000 - 10,500) = 11,882.50 HEART/NSTA 3.0% x 350,000 = 10,500.00 Total employer statutory = 43,382.50 (12.40%) Team of 10, annual Gross 3,500,000 x 12 = JMD 42,000,000 Employer statutory 433,825 x 12 = JMD 5,205,900 Payroll funded = JMD 47,205,900 At benchmark 158 = USD 298,771.52 Deel at list price Fee 10 x 599 x 12 = USD 71,880.00 FX spread 2.5% x 298,771.52 = USD 7,469.29 Deposit 1 month gross USD 22,151.90 x 5% = USD 1,107.60 Provider-layer cost, year 1 = USD 80,456.89 (+ USD 6,000 if a $50 PEPM off-currency surcharge applies) Direct regional EOR at $250 benchmark Fee 10 x 250 x 12 = USD 30,000.00 FX at 1.0% assumed bank conversion = USD 2,987.72 Deposit 1 month gross x 5% = USD 1,107.60 Provider-layer cost, year 1 = USD 34,095.32 Difference = USD 46,361.57

Change the inputs and the gap moves. At a $350 regional fee it narrows to about USD 34,400; at Deel's list price with a negotiated 1.5% spread it narrows by a further USD 3,000. Run your own figures in the EOR fee audit calculator and the statutory side in the Jamaica employer cost calculator.

Who each option suits

Deel is usually the right choice when you hire in five or more countries and the Caribbean is a small share of headcount; you need contractors and employees in one system; you want an employee onboarded in days with no procurement process; or your finance team prices the single contract above a fee premium.

A direct regional EOR is usually the right choice when you have five or more staff in one island, or a plan to grow there; your team sits in Jamaica, Trinidad and Tobago or Barbados where several direct operators exist; payroll is in JMD or TTD and FX on funding is a visible line; or you want to speak directly with the person who files the S01 and handles the NIS registration.

Mixed setups are common. Many companies keep Deel for scattered single hires across the region and move a concentrated Jamaica team of 10 or more to a direct operator. Others start on Deel to hire quickly and run a tender at month 9, before renewal, once the team shape is known. For the full field of options see Deel alternatives for the Caribbean, and for the legal differences between models read EOR vs PEO vs payroll bureau.

If headcount in one island will pass about 15 to 20, also test whether your own entity plus a bureau beats both; the entity vs EOR break-even calculator shows the month it pays back.

Questions to put in writing before signing

Send the same list to Deel and to each regional bidder, and ask for answers in the order form or a side letter, not in a sales email.

  1. Which legal entity will be the employer in each island, and is it owned by you or by an in-country partner? Provide its TAJ TRN or NIS employer number.
  2. What exchange rate is applied when we fund payroll, which reference rate is it measured against, and what is the spread in percent?
  3. Can we fund in local currency, or in USD to a local account, to avoid conversion?
  4. Does any surcharge apply if the employment contract is in USD while statutory remittances are in JMD?
  5. How large is the deposit, is it refundable on exit, within how many days, and does it earn interest?
  6. Who carries the cost of a late S01, NIS or NHT penalty caused by your processing?
  7. Is statutory severance accrued monthly and billed to us, or billed at termination only?
  8. What notice and fees apply to move employees to another provider or to our own entity?

Decision checklist

  • Count headcount per island for the next 18 months, not today.
  • Get the legal employer named per island from every bidder.
  • Price the provider layer in USD: fee, FX spread, surcharges and deposit cost, not the fee alone.
  • Check that the bidder computes Jamaica Education Tax on statutory income (gross less employee NIS), not on gross; a wrong base is a quick test of local depth.
  • Confirm 2026 rates with TAJ before the first payroll run.
  • Read the exit clause: transfer fees and deposit refund timing.
  • Compare against the Deel Caribbean pricing review and our methodology.
  • When ready, request direct regional quotes through the RFP desk.

Straight answers

FAQs

Is Deel more expensive than a regional Caribbean EOR?

On headline fee, usually yes: Deel lists EOR at $599 PEPM while direct regional operators commonly quote $195-$350 PEPM. For 10 staff in Jamaica that is a fee gap of about USD 41,880 a year before FX and deposits. Deel can still be cheaper overall if it avoids running two providers for a team spread across many countries.

Does Deel own its own entity in Jamaica?

Ask Deel to confirm in writing for each island. Global platforms commonly use in-country partners in smaller markets, and the answer can differ between Jamaica, Trinidad and Barbados. The contract should name the employing entity.

Is the statutory cost different between Deel and a regional EOR?

No. Jamaica NIS, NHT, Education Tax and HEART are set by law, about 12.4% of gross at JMD 350,000 a month in 2026. Only the provider fee, FX treatment and deposit differ.

How much FX spread should I accept on JMD payroll?

Spreads of 1.5% to 3.5% over a mid-market reference are commonly reported on global platforms. On a JMD 47 million annual payroll every percentage point is about USD 3,000. Ask for the reference rate and spread in writing, or fund in local currency.

Can I move a team from Deel to a regional EOR without severance?

Moving employers is a change of employer under Jamaican law, so the transfer must be handled with consent and continuity of service, or redundancy pay can be triggered after 104 weeks of service. Agree the transfer mechanics with both providers and get local legal advice before notice is given.
