Caribbean HR Solutions (CHRS) audit: PEO, BPO staffing and managed payroll pricing guide

Caribbean HR Solutions (CHRS) is a Jamaica-based provider of PEO, BPO staffing and payroll outsourcing, with its center of gravity in Kingston and Montego Bay. It does not publish prices, so buyers should benchmark a CHRS quote against the $195-$350 per employee per month range for direct regional EOR and PEO services. CaribbeanHR (caribbeanhr.com) is an independent publication and is not affiliated with Caribbean HR Solutions.

Who Caribbean HR Solutions is, and an independence note

Independence. CaribbeanHR (caribbeanhr.com) is an independent research and benchmarking site. We are not affiliated with, endorsed by, or a reseller for Caribbean HR Solutions (CHRS), and the similar names are a coincidence. Nothing on this page is a statement on behalf of CHRS.

Caribbean HR Solutions is a Jamaican HR outsourcing firm whose services, as publicly described, include professional employer organization (PEO) arrangements, staffing for BPO and contact centers, recruitment, and payroll outsourcing. Its strengths, as a local operator, are proximity to the Jamaican labor market, familiarity with TAJ filing practice (monthly S01 by the 14th, annual S02 by March 31), and recruiting reach for contact-center roles in Kingston and Montego Bay.

Because CHRS does not publish pricing or detailed service terms, a buyer should verify the basics directly:

  • Which entity employs the worker under a PEO or staffing arrangement, and whether the worker is on CHRS payroll or yours.
  • Whether the service extends beyond Jamaica, for example to Trinidad or Barbados, and if so through which entity.
  • Whether pricing is a flat fee per employee or a percentage markup on gross pay, which is common in staffing.
  • Which statutory registrations (NIS, NHT, HEART, Education Tax) are held in whose name.

How to structure and benchmark a CHRS quote

Without published prices, the useful benchmark is how regional PEO and staffing quotes are commonly built. Use the table to make sure each line is priced explicitly.

Regional Jamaica PEO / staffing quote lines and benchmarks (November 2026)
Cost lineRegional benchmarkWhat to ask in writing
PEO / EOR service fee$195-$350 PEPM flat, or a markup on grossFlat or percentage; if percentage, the rate and what base it applies to
Recruitment / placement15%-20% of first-year gross for direct placementWhether included in staffing markup; replacement guarantee period
Managed payroll only$25-$65 PEPM + $500-$2,500 setupPer-payslip vs per-employee; year-end S02 and P24 included or extra
Deposit1-2 months gross is common for EORWhether any deposit applies, and refund terms
FXLow if you fund in JMD; 1.5%-3.5% if convertedWho converts USD to JMD and at what rate
StatutoryPass-through at costLine-item NIS, NHT, Ed Tax, HEART on every invoice

Percentage markups and flat fees can produce very different totals. A 15% markup on a JMD 1.8M salary is about $1,709 per year, below a $195 PEPM flat fee ($2,340); on a JMD 6M salary the same markup is $5,696. Compare both in the EOR fee audit calculator.

Worked 12-month cost: 12 contact-center agents in Kingston

Assumptions: 12 agents on JMD 1,800,000 per year (about $11,392 at USD 1 = JMD 158), funded in JMD so no FX margin, flat fees at the low, midpoint and high of the regional range, compared with the $599 global list benchmark. Jamaica rates are 2026 TAJ figures; confirm before payroll is run.

Employer statutory per agent (JMD, per year) NIS 3.0% x 1,800,000 = 54,000 NHT 3.0% x 1,800,000 = 54,000 Ed Tax 3.5% x (1,800,000 - 54,000) 3.5% x 1,746,000 = 61,110 HEART 3.0% x 1,800,000 = 54,000 Total = 223,110 12 agents: (1,800,000 + 223,110) x 12 = 24,277,320 JMD / 158 = $153,653.92 Provider fee, 12 agents x 12 months Regional low $195 x 144 = $28,080 -> all-in $181,733.92 Benchmark mid $250 x 144 = $36,000 -> all-in $189,653.92 Regional high $350 x 144 = $50,400 -> all-in $204,053.92 Global list $599 x 144 = $86,256 -> all-in $239,909.92

Note also that these agents earn below the April 2026 tax-free threshold of JMD 1,902,360, so they pay no PAYE; a provider should not be withholding income tax at that salary. That is a useful first-payslip check on any Jamaica provider. See the S01 and S02 filing guide.

Contract clauses to check with any Jamaican PEO

  1. Employer of record. Whether CHRS is the legal employer (PEO or staffing) or a payroll processor for your entity. The answer decides who carries ETRPA liability.
  2. Redundancy. Under the ETRPA, after 104 weeks, redundancy pay is 2 weeks per year for years 1-10 and 3 weeks above 10. Notice runs from 2 weeks (under 5 years) to 12 weeks (20+ years). Ask who pays and whether it is accrued. See the severance calculator.
  3. Conversion. Fee, if any, to move staff onto your own payroll, and how service years carry over.
  4. Data. Handling under the Jamaica Data Protection Act, especially for BPO roles with access to your customers.
  5. Exit. Termination notice for the service agreement and handover of payroll records and statutory filings.

If the arrangement is staffing rather than PEO, the agents may be CHRS employees assigned to your operation. Clarify who directs their work, who can discipline or dismiss them, and how a dismissal is handled before the Industrial Disputes Tribunal. Ask for the standard employment contract the agents will sign, and check vacation, sick leave and public holiday pay against the statutory leave playbook.

When a Jamaica-focused provider like CHRS fits

A local PEO or staffing firm fits when most of your team will be in Jamaica, you need recruiting help as well as employment, and you want a provider who knows the local labor market and filing calendar. For a 10-100 seat contact center, that combination often matters more than global platform features.

Consider other routes when you need several islands under one contract, need a single global HRIS, or have the scale to set up your own entity and use a bureau. Compare options in Caribbean HR Solutions vs global EOR and Jamaica vs Dominican Republic BPO, and read the nearshore BPO playbook.

A Jamaica-focused provider is also worth testing against a global EOR when you already have a quote from Deel, Remote or another platform. In our 12-agent example the gap between the regional midpoint and the global list price is $50,256 a year. Ask CHRS for a quote on the same scope and salary bands, and compare it line by line. If you plan your own entity within 18 months, ask whether CHRS can switch from PEO to managed payroll at that point, keeping the same team and records. That continuity often matters more than a small fee difference.

Negotiation levers with a regional PEO

  • Flat fee vs markup. Ask for both and pick the lower one for your salary band; for low-wage agents a markup can be cheaper, for senior staff a flat fee usually is.
  • Volume tiers. A lower per-seat fee at 25 and 50 seats.
  • Recruitment bundling. Reduced placement fees in exchange for a 12-month EOR term.
  • Deposit. Ask whether one is needed at all if you fund payroll in JMD before payday.
  • Conversion right. A pre-agreed, low conversion fee after 12 or 18 months.

Send the same scope to two or three providers. The RFP desk can route a request to vetted regional operators.

Ask also for a written statement of what is included in the fee: payroll processing, S01 and S02 filings, P24 certificates, HR advisory, recruitment replacement, and on-site support in Montego Bay or Kingston. Unbundled extras are where quotes diverge most.

Finally, ask how fees change if agents are moved to your own entity later: a pre-agreed managed-payroll price for the same people avoids reopening the whole deal at conversion.

FAQs

Is CaribbeanHR the same company as Caribbean HR Solutions?

No. CaribbeanHR (caribbeanhr.com) is an independent publication and is not affiliated with Caribbean HR Solutions (CHRS) or any vendor reviewed on this site. The names are similar by coincidence.

How much does Caribbean HR Solutions charge?

CHRS does not publish pricing. Direct regional EOR and PEO services are commonly quoted at $195-$350 per employee per month, and managed payroll at $25-$65 PEPM plus setup. Ask CHRS for a written quote with each line itemized.

What are employer costs for a Jamaica contact-center agent?

For a JMD 1.8M salary, 2026 employer statutory costs are NIS 54,000, NHT 54,000, Education Tax 61,110 and HEART 54,000, totaling JMD 223,110 a year. Confirm rates with TAJ before payroll is run.

Should a PEO charge a flat fee or a percentage markup?

Both are common. A percentage markup is often cheaper for low-wage roles and more expensive for senior staff. Ask for both structures and compare them on your actual salary bands.
