Trinidad and Tobago EOR, Payroll and NIBTT Guide (2026 NIS, Health Surcharge, FX)

From January 5, 2026, Trinidad and Tobago NIS is 16.2% of insurable earnings, split 10.8% employer and 5.4% employee, capped at TTD 13,600 a month, so the most an employer pays is TTD 1,468.80 a month. PAYE and the employee-only Health Surcharge are remitted to the Inland Revenue Division by the 15th. The real operational risk is USD liquidity: funding TTD payroll from abroad is slow and expensive unless it is structured up front.

NIS, Health Surcharge and the 2026 rate change

Trinidad and Tobago runs a single social insurance contribution, NIS, administered by the National Insurance Board (NIBTT), plus a flat employee-only Health Surcharge. NIS moved to 16.2% on January 5, 2026 and is scheduled to rise to 19.2% in January 2027, so any multi-year budget or EOR quote needs a 2027 line.

NIS is banded by earnings class. Class XVI is the top class: earnings at or above TTD 3,138 a week (TTD 13,600 a month) pay the Class XVI contribution and nothing more. In practice, most professional hires in Port of Spain and Point Lisas sit at the ceiling, which makes the employer NIS cost a fixed TTD 1,468.80 a month per head.

NIS is calculated and remitted on the number of Mondays in the month, so a five-Monday month carries more NIS and Health Surcharge than a four-Monday month. Monthly figures below use the ceiling and an average of 52/12 weeks for the surcharge.

PAYE and a worked monthly payroll

PAYE is withheld on chargeable income after the personal allowance, using the employee's TD-1 declaration for any other allowances claimed.

A process engineer in Point Lisas on TTD 15,000 a month:

Gross monthly pay TTD 15,000.00 1. NIS insurable earnings: min(15,000, 13,600) = 13,600.00 Employer NIS 10.8% x 13,600 = 1,468.80 Employee NIS 5.4% x 13,600 = 734.40 2. Health Surcharge 8.25 x 52 / 12 = 35.75 (average month) 3. PAYE chargeable 15,000 - 7,500 allowance = 7,500.00 25% x 7,500 = 1,875.00 Employee deductions 734.40 + 35.75 + 1,875.00 = 2,645.15 Net pay 15,000 - 2,645.15 = TTD 12,354.85 Total employer cost 15,000 + 1,468.80 = TTD 16,468.80 (9.79% load) At benchmark USD 1 = TTD 6.78 = USD 2,429.03 per month

The example applies only the personal allowance. TD-1 claims for other reliefs, if the employee files them, lower PAYE further; your provider should apply them from the employee's TD-1 and show it on the payslip.

Remittance deadlines and authority filings

Two bodies, one deadline. PAYE and Health Surcharge go to the Board of Inland Revenue (IRD); NIS goes to NIBTT. Both are due by the 15th of the month after the payroll month.

  • IRD: monthly PAYE and Health Surcharge remittance; employees complete a TD-1 on hire; the employer issues annual TD-4 certificates of pay and tax deducted.
  • NIBTT: monthly contribution remittance with the employee schedule by earnings class. Each employee needs an NIS number; a new registrant can take a few weeks to get one.
  • Late payment: interest and penalties accrue on both; NIS arrears also affect the employee's benefit record, which is a common source of employee complaints against offshore employers.

Ask an EOR for the NIBTT receipt and the IRD remittance confirmation every month. The Trinidad NIS Class XVI and FX guide walks through both returns.

Retrenchment, severance and the Industrial Court

The Retrenchment and Severance Benefits Act applies after one year of continuous service. Dismissals are reviewable by the Industrial Court, which judges fairness by good industrial relations practice, not only by the contract.

That standard is what makes Trinidad the riskiest jurisdiction in the region for at-will habits. The Court has awarded compensation well above the statutory severance where an employee was dismissed without a warning trail or a chance to respond, and it can hear claims through recognised unions even where the contract says nothing about them. Before any exit, document the reason, give the employee a hearing, and calculate severance on basic pay only, excluding allowances, overtime and bonus. Retrenchments of five or more need the 45-day notice served on the workers, any recognised union and the Chief Labour Officer at the same time, with the reasons and the selection method stated.

Worked case: TTD 15,000 basic, 7 years of service. Weekly basic = 180,000 / 52 = TTD 3,461.54. Weeks = (4 x 2) + (3 x 3) = 17. Severance = 17 x 3,461.54 = TTD 58,846.15. Model your own in the severance calculator and see the termination playbook.

Work permits, hiring and the FX constraint

Work permits. Foreign nationals need a work permit issued through the Ministry of National Security before starting work; energy-sector expats are the bulk of applications. CARICOM nationals with a CSME skills certificate in a qualifying category are exempt.

FX. Commercial banks ration USD, and the market has been tight for years. For a foreign employer this cuts both ways: inbound USD to fund TTD payroll converts readily, but anything that needs USD out (refunds, expat USD salary splits, provider fees billed in USD) can queue for weeks. Global EOR funding of TTD payroll is often quoted with 2.5% to 4% conversion cost. Questions to ask in writing: which bank holds the payroll account, what rate is applied and against which reference, and how long a TTD-to-USD refund of an unused deposit takes.

Payment. Salaries are paid by local bank transfer in TTD. See the Caribbean bank payroll and ACH playbook.

EOR, own entity or payroll bureau in Trinidad

For a 5-person engineering team at TTD 15,000 a month, statutory employment cost is USD 145,741.80 a year at benchmark FX.

  • Global EOR at USD 599 PEPM list: USD 35,940 a year; a 2.5% FX spread adds about USD 3,643.55; a USD-denominated contract with a USD 50 off-currency surcharge adds USD 3,000. Platforms such as Deel and Remote are strong on onboarding speed and multi-country consolidation; verify whether they employ in Trinidad through their own entity or a partner.
  • Direct regional EOR at USD 250 PEPM benchmark: USD 15,000 a year, with local banking relationships that usually matter more here than anywhere else in the region.
  • Own entity plus bureau: USD 25-65 PEPM plus setup, sensible once headcount passes 15-20 or a contract demands a local company (energy procurement often does).

FAQs

What is the Trinidad and Tobago NIS rate in 2026?

From January 5, 2026 the total NIS rate is 16.2%, paid 10.8% by the employer and 5.4% by the employee, on insurable earnings up to TTD 13,600 a month. A further increase to 19.2% total is scheduled for January 2027.

What is the maximum employer NIS per employee?

TTD 1,468.80 a month (about TTD 339 a week), reached at Class XVI earnings of TTD 3,138 a week or TTD 13,600 a month. Earnings above the ceiling attract no extra NIS.

Who pays the Health Surcharge?

The employee. The employer withholds TTD 8.25 a week for employees earning more than TTD 469.99 a month, or TTD 4.80 a week below that, and remits it with PAYE to the IRD.

When does severance apply in Trinidad and Tobago?

After one year of continuous service under the RSBA: 2 weeks of basic pay per year for years 1 to 4 and 3 weeks per year from year 5. Retrenching 5 or more workers requires 45 days of written notice, including to the Ministry of Labour.

Why does FX matter for Trinidad payroll?

USD is rationed by commercial banks, so outbound USD payments can be delayed and conversion spreads of 2.5% to 4% are commonly quoted. Ask any provider which bank holds the payroll account and how deposit refunds are converted.
