Guyana EOR, Payroll and GRA Guide (Local Content Act, GYD 140,000 Allowance, NIS Ceiling)
Guyana is cheap on employer statutory cost and demanding on everything else. Employer NIS is 8.4% up to GYD 280,000 a month, a maximum of GYD 23,520, and there is no other employer payroll levy. PAYE allows GYD 140,000 a month or one-third of gross, whichever is higher, and both NIS and PAYE are due by the 14th. For oil and gas work, the Local Content Act shapes who you hire before payroll does.

Guyana's National Insurance Scheme is the single statutory employer charge on payroll. There is no housing levy, training levy or education tax. The ceiling of GYD 280,000 a month (GYD 64,615 a week) means that for the engineers, HSE officers and logistics coordinators most foreign contractors hire in Georgetown, the employer NIS cost is a flat GYD 23,520 a month, about USD 112.54 at benchmark FX.
That low statutory load is why employer cost in Guyana is driven by salary and provider fees, not taxes. Salaries for experienced technical staff have risen fast with the oil economy, so a salary benchmark that is a year old is likely to be low.
Two things to check in any quote. First, whether the provider has applied the ceiling: an engine that calculates 8.4% on full gross overstates employer cost by GYD 14,280 a month at the GYD 450,000 salary below. Second, whether rotational and offshore allowances are being treated as insurable earnings; allowances that are wages in substance generally are, and NIS inspectors look at them.
| Contribution | Employer | Employee | Ceiling |
|---|---|---|---|
| NIS | 8.4% | 5.6% | GYD 280,000/month (GYD 64,615/week) |
| NIS maximum | GYD 23,520/month | GYD 15,680/month | At the ceiling |

PAYE and a worked monthly payroll
Guyana's personal allowance is the higher of GYD 140,000 a month or one-third of gross income, so it grows with salary. Chargeable income is then taxed in two monthly bands. Qualifying overtime and second-job earnings have their own non-taxable allowances; the payroll must code those earnings separately to apply them.
| Monthly item | Amount or rate | Notes |
|---|---|---|
| Personal allowance | Higher of GYD 140,000 or 1/3 of gross | Monthly |
| Chargeable income up to GYD 280,000 | 25% | Monthly band |
| Chargeable income above GYD 280,000 | 35% | Monthly band |
| Qualifying overtime and second job | Non-taxable bucket | Must be coded separately |

The example uses only the personal allowance. Ask GRA or your provider whether employee NIS or approved insurance premiums are deductible for the employee in question before relying on net pay figures in an offer letter.
Remittance deadlines, GRA and NIS
PAYE goes to the Guyana Revenue Authority and NIS to the National Insurance Scheme, both by the 14th of the month after the payroll month.
- GRA: monthly PAYE return and payment, filed through GRA eServices, with an annual employer return and employee income certificates after year end. Every employee needs a GRA TIN.
- NIS: monthly contribution schedule and payment with each employee's NIS number. Expatriates on Guyana payroll are generally insurable too, which surprises contractors who assume home-country social security covers them.
- Local Content Secretariat: contractors and subcontractors in the petroleum sector file local content plans and half-yearly performance reports showing Guyanese employment by category.
An EOR in Guyana should give you the GRA and NIS receipts and the headcount data you need for local content reporting.
Severance and notice under TESPA
The Termination of Employment and Severance Pay Act applies after one year of continuous service. It also restricts the grounds for dismissal, so a contract-only termination without a lawful reason invites a claim.
TESPA lists the lawful grounds: serious misconduct, poor performance after warnings, redundancy and a few others. Redundancy of a group triggers consultation with the employees or their union and notice to the Chief Labour Officer. Severance is computed on the employee's normal weekly wage, and the 52-week cap matters only for very long-serving staff. Fixed-term rotational contracts that are renewed back to back can add up to continuous service, which is a common surprise for oilfield service companies ending a campaign.
| Service | Severance | Notice |
|---|---|---|
| Under 1 year | Not payable | 2 weeks |
| Years 1 to 5 | 1 week per year | 1 month written notice |
| Years 6 to 10 | 2 weeks per year | 1 month written notice |
| Over 10 years | 3 weeks per year | 1 month written notice |
| Cap | 52 weeks total |
Worked case: GYD 450,000 a month, 8 years. Weekly pay = 5,400,000 / 52 = GYD 103,846.15. Weeks = (5 x 1) + (3 x 2) = 11. Severance = 11 x 103,846.15 = GYD 1,142,307.69, plus one month of notice. Run it in the severance calculator.
Local Content Act, work permits and banking
Local Content Act. In the petroleum sector, the Local Content Act 2021 reserves categories of employment and services for Guyanese nationals and sets minimum percentages by job level. Using an EOR does not change who the contractor is for local content purposes; the client contractor still answers to the Secretariat. The Guyana oil and gas local content playbook covers the reporting.
Work permits. Foreign workers need a work permit through the Ministry of Home Affairs, and, for petroleum projects, a case for why the role cannot be filled locally. CARICOM skills certificate holders are exempt in qualifying categories.
Contractors. Many rotational staff are engaged as independent contractors; GRA and the courts look at control and integration, not the label. See the misclassification playbook.
Banking and FX. The GYD has been stable against the USD, but local corporate account opening for a new foreign-owned entity is slow, and funding at GYD 209 benchmark with a 2.5% spread is a real cost at oil-sector salaries.
EOR, own entity or payroll bureau in Guyana
For 20 technical staff at GYD 450,000 a month, statutory employment cost is USD 543,756 a year at benchmark FX.
- Global EOR at USD 599 PEPM list: USD 143,760 a year; a 2.5% FX spread adds USD 13,593.90; a one-month gross deposit ties up about USD 43,062. Deel, Rippling and Pebl are reasonable choices when the same team also works in other countries; verify which entity employs in Guyana and who holds the work permits.
- Direct regional EOR at USD 250 PEPM benchmark: USD 60,000 a year.
- Own entity plus bureau: often required anyway for a petroleum contractor bidding locally; payroll bureau cost is then minor next to compliance staff.

FAQs
What is the NIS rate in Guyana?
14% total: 8.4% employer and 5.6% employee, on insurable earnings up to GYD 280,000 a month. The maximum employer contribution is GYD 23,520 a month.
How does the Guyana personal allowance work?
The monthly allowance is the higher of GYD 140,000 or one-third of gross income. Chargeable income above it is taxed at 25% up to GYD 280,000 a month and 35% above that.
Does an EOR satisfy the Guyana Local Content Act?
No. The EOR is the employer on paper, but the contractor or subcontractor performing petroleum work still files local content plans and reports. Make sure the EOR contract gives you the headcount data you need.
When is severance payable in Guyana?
After one year of service under TESPA: 1 week per year for years 1 to 5, 2 weeks per year for years 6 to 10, and 3 weeks per year after 10 years, capped at 52 weeks. Notice is one month after one year of service.
