Step-by-Step Guide to Jamaica TAJ Form S01 Monthly and S02 Annual Statutory Remittances
Jamaican payroll is computed in a fixed order: NIS first, then statutory income, then Education Tax, NHT, HEART and PAYE. The monthly S01 return and payment are due by the 14th of the following month, and the annual S02 reconciliation by March 31. This guide walks through one employee on JMD 350,000 a month and the controls that keep the filings clean.

Tax Administration Jamaica (TAJ) collects five payroll items on one employer return: NIS, NHT, Education Tax, HEART/NSTA Trust levy and PAYE income tax. The S01 is the monthly return: the employer declares and pays both the amounts withheld from employees and the employer's own contributions for the month. The S02 is the annual return: it lists every employee with year totals and reconciles them against the twelve S01 filings.
| Item | Employee | Employer | Base | Cap |
|---|---|---|---|---|
| NIS | 3.0% | 3.0% | Gross pay | JMD 5,000,000/yr (JMD 416,666.67/month) |
| Education Tax | 2.25% | 3.5% | Statutory income (gross minus employee NIS) | None |
| NHT | 2.0% | 3.0% | Gross taxable emoluments | None |
| HEART/NSTA Trust | None | 3.0% | Gross emoluments, where the wage bill exceeds JMD 14,444/month | None |
| PAYE | 25% / 30% | None | Statutory income above the threshold | 30% above JMD 6,000,000/yr |
The deadlines are the core of the process: the S01 return and payment are due by the 14th of the month after the pay month (January payroll by February 14), and the S02 for a year is due by March 31 of the next year. Penalties and interest for late filing or payment are set by TAJ; confirm the current schedule rather than relying on old figures.
The calculation order, step by step
Most Jamaican payroll errors come from doing the steps in the wrong order, usually computing Education Tax on gross instead of statutory income, or forgetting that NIS stops at the ceiling.
- NIS. Take 3% of gross pay from the employee and add 3% from the employer, on earnings up to JMD 5,000,000 a year. Monthly, the cap is JMD 416,666.67 of earnings, so neither side pays more than JMD 12,500 a month.
- Statutory income. Gross pay minus employee NIS (and any approved pension contribution, where the plan qualifies; confirm with TAJ).
- Education Tax. 2.25% employee and 3.5% employer, on statutory income. No cap.
- NHT. 2% employee and 3% employer, on gross. No cap.
- HEART/NSTA. 3% employer only, on gross, once the monthly wage bill exceeds JMD 14,444.
- PAYE. Subtract the monthly share of the tax-free threshold from statutory income. Tax the result at 25%, and at 30% on income above JMD 6,000,000 a year.
The threshold changed mid-year. Pay periods up to March 2026 use JMD 1,799,376 a year (JMD 149,948 a month); from April 1, 2026, JMD 1,902,360 a year (JMD 158,530 a month). A payroll system that applies one threshold for all of 2026 will produce PAYE errors that surface on the S02.
Worked example: one employee on JMD 350,000 for May 2026
For a March 2026 pay period, the threshold would be 149,948, chargeable income 189,552 and PAYE 47,388.00, which is JMD 2,145.50 more. Recalculate any employee in the Jamaica employer cost calculator.
On the S01, the amounts are declared by item, not as one total, so keep the breakdown: NIS 21,000.00 (both sides), Education Tax 19,521.25, NHT 17,500.00, HEART 10,500.00 and PAYE 45,242.50. Those five lines add up to the 113,763.75 above.
The monthly S01 cycle: who does what, and when
| When | Step | Owner |
|---|---|---|
| Pay date minus 5 business days | Lock inputs: hires, leavers, overtime, allowances | HR / payroll administrator |
| Pay date minus 3 | Run payroll; check NIS cap and threshold period on high earners | Payroll administrator |
| Pay date minus 2 | Reviewer recalculates 3 employees by hand and signs off | Finance controller |
| Pay date | Pay employees; issue payslips showing each statutory line | Payroll administrator |
| 1st-7th of next month | Prepare S01; reconcile S01 totals to the payroll register and GL | Payroll administrator |
| By the 10th | Approve and fund the payment | CFO or delegate |
| By the 14th | File S01 and pay; save the TAJ receipt | Payroll administrator |
Filing early in the window leaves time to fix a rejected payment before the 14th. If the 14th falls on a weekend or public holiday, confirm with TAJ how the deadline applies rather than assuming the next business day.
If an EOR or bureau files for you, the same calendar applies with the provider as preparer. Make the filed S01 and the TAJ receipt a monthly deliverable in the contract. The BizPay (MC Systems) and Caribbean HR Solutions audits cover local providers. CaribbeanHR is independent and not affiliated with Caribbean HR Solutions (CHRS).
The S02 annual return by March 31
Owner: Finance controller, with payroll as preparer. The S02 lists each employee who was paid in the year with annual gross, NIS, Education Tax, NHT, PAYE and employer contributions, and its totals must agree with the twelve S01 returns.
- January, weeks 1-2: run a year-to-date report per employee and compare it with the sum of the twelve S01 filings. Every difference needs a reason.
- January, weeks 3-4: check employee identifiers: TRN and NIS number for every person, including leavers. Missing or wrong numbers are the most common S02 problem.
- February: correct errors. Where a monthly S01 was wrong, follow TAJ's procedure for amending it rather than absorbing the difference in the S02.
- February: check the PAYE threshold split for 2026: January to March at JMD 149,948 a month and April onward at JMD 158,530.
- By March 31: file the S02 and keep the acknowledgment. Issue each employee their annual earnings and deduction certificate (P24) on the timeline TAJ sets.
Leavers need particular attention. An employee who left in July still appears on the S02 with seven months of figures. Teams that migrate payroll mid-year should read the payroll migration guide before the S02 is due, because year-to-date balances have to carry across systems.
Risks, controls and the monthly checklist
- Education Tax on gross instead of statutory income. Control: test case in the payroll system; for the worked example, employer Education Tax must be 11,882.50, not 12,250.00.
- NIS cap not applied. Control: monthly exception report for employees above JMD 416,666.67 gross; employer NIS for them must equal JMD 12,500.
- Wrong PAYE threshold period. Control: threshold table keyed to pay date, checked when TAJ announces changes.
- Late payment. Control: S01 approved by the 10th, filed and paid by the 14th, receipt saved.
- Provider files without evidence. Control: filed copy and receipt as a contract deliverable; vendor terms checked in the Deel audit and the BizPay vs SmartPay comparison.
Monthly checklist
- Inputs locked five business days before pay date.
- NIS cap and PAYE threshold verified for the pay period.
- Three employees recalculated by hand, in the order NIS, statutory income, Education Tax, NHT, HEART, PAYE.
- S01 totals reconciled to the payroll register and general ledger.
- S01 filed and paid by the 14th; TAJ receipt saved.
- Any corrections logged for the S02 reconciliation.

FAQs
When is the Jamaica S01 due?
The S01 return and payment are due by the 14th of the month after the pay month, so May payroll is due by June 14. Confirm with TAJ how weekends and public holidays affect the date, and keep the TAJ receipt for every month.
When is the S02 annual return due?
By March 31 of the year after the year it covers. Its employee totals must reconcile to the twelve monthly S01 returns, so start the reconciliation in January.
Is Education Tax calculated on gross pay?
No. Education Tax is calculated on statutory income, which is gross pay minus employee NIS. The employee rate is 2.25% and the employer rate 3.5%, with no cap.
What PAYE threshold applies in 2026?
JMD 1,799,376 a year for periods through March 2026 and JMD 1,902,360 a year from April 1, 2026. Income tax is 25% on chargeable income up to JMD 6,000,000 a year and 30% above. Confirm with TAJ before payroll is run.
Does NIS apply to the full salary of a high earner?
No. NIS applies to earnings up to JMD 5,000,000 a year, or JMD 416,666.67 a month, so the maximum is JMD 12,500 a month from each of employer and employee. NHT, Education Tax and HEART have no cap.
