Papaya Global Caribbean payroll and EOR audit: enterprise fees, FX rails and minimums
Papaya Global is built for enterprise payroll across many countries, and its Caribbean EOR quotes are commonly in the $499-$650+ per employee per month range, sometimes with implementation and minimum-fee terms. For a 20-seat Dominican Republic support team on DOP 45,000 a month, our example shows $349,257 in year one at $550 PEPM, against $277,257 at a $250 regional rate. Papaya earns its fee when you run payroll for many countries; for a single-island team it rarely does.

What Papaya Global is and where it fits in the Caribbean
Papaya Global is a workforce payments and payroll platform aimed at mid-market and enterprise employers. It offers EOR, global payroll for companies that own local entities, contractor payments, and its own payments infrastructure for moving funds across borders. Its real strengths are consolidated reporting across many countries, payroll controls that finance and audit teams like, and treasury tooling for multi-currency funding.
For Caribbean hiring, Papaya can play two roles: EOR where you have no entity, and payroll orchestration where you do (often delivered with local payroll partners). Before signing, ask Papaya to state for each island:
- Whether the service is EOR or payroll-only, and the name of the employing or processing entity.
- Whether a local partner calculates and files statutory returns, such as TSS and INFOTEP in the Dominican Republic or the S01 in Jamaica.
- Which payment rail funds salaries, the currency conversion point, and cut-off times for local bank transfers.
- Any minimum monthly fee or minimum headcount per country.
Papaya is also used as a reporting layer above other payroll providers. If you already run Papaya elsewhere, ask whether a Caribbean regional provider can feed data into it, which can give you local pricing with global reporting.
Papaya Global pricing structure for Caribbean teams
Papaya pricing is quote-based. The ranges below are commonly quoted in the market and in quotes we have seen; treat them as benchmarks.
| Cost line | Commonly quoted | What to ask in writing |
|---|---|---|
| EOR fee | $499-$650+ PEPM | Per-country price, volume tiers, multi-year discount |
| Payroll-only (own entity) | Separate per-payslip pricing; compare with $25-$65 PEPM bureau benchmark | Which modules are included; per-country minimums |
| Implementation | Quoted for some enterprise contracts | Amount, what it covers, whether waived for 12+ month terms |
| Payments / funding | Fees on payment rails and FX; 1.5%-3.5% FX reported on floating currencies | Rate source, margin, timing of conversion, funding deadlines |
| Minimums | Minimum monthly platform fee in some contracts | The minimum, and how it applies if headcount drops |
| Deposit | 1-2 months gross for EOR | Refund timeline; alternatives such as prefunding |
Check the EOR fee audit calculator with your quote. If your entity already exists, run the entity vs EOR breakeven too.
When comparing Papaya with other providers, normalize every quote to a 12-month total that includes implementation, minimums and FX on your real payroll. A lower PEPM with a high minimum can cost more than a higher PEPM with none, especially in the first months of a ramp when headcount is below plan. For a team ramping from 5 to 20 seats over six months, model month by month rather than at full headcount.
Worked 12-month cost: 20 bilingual support agents in Santo Domingo
Assumptions: 20 agents on DOP 45,000 per month (below the TSS caps), SRL at the 1.10% base risk tier, Papaya EOR at $550 PEPM, FX margin of 2.5%, benchmark USD 1 = DOP 63.5. Rates are 2026 figures from TSS and INFOTEP; confirm before payroll is run.
At $550 PEPM, the EOR fee alone is 62% of the payroll-plus-statutory base, because DR support salaries are low relative to a flat USD fee. This is the core reason enterprise platforms are often a poor match for high-volume, low-wage BPO teams. The nearshore BPO playbook and Jamaica vs Dominican Republic comparison cover site economics.
Contract clauses to check
- Entity and partner schedule. Named employer per country and named local payroll partner, with notice of changes.
- Minimum fees. How minimums apply if you reduce headcount, and whether they survive termination.
- DR termination costs. Cesantia is 21 days per year for 1-5 years and 23 days per year after 5, plus preaviso of 28 days after one year and proportional 13th month and vacation. Confirm how these are invoiced and that preaviso can be paid in lieu.
- Funding timeline. Funding deadline before payday, and who bears the cost if a cross-border wire is late.
- Data and exit. Data residency, sub-processors, export of payroll history in a usable format, and conversion fee to your own entity.
For DR BPO teams, also check how the 13th month (salario de navidad, one twelfth of annual ordinary wages, payable by December 20) is invoiced: as a monthly accrual or a December lump sum, and whether any fee is charged on it. Confirm the SRL risk tier applied to your activity, since contact centers and field roles may be classified differently, and ask for the tier in writing. Finally, check the treatment of INFOTEP on bonuses and profit sharing.
When Papaya Global fits, and when it does not
Papaya is a strong fit when you run payroll in 10+ countries, want one consolidated payroll ledger for finance and audit, and own entities in most of them. Its treasury and reporting tools pay for themselves at enterprise scale, and adding a Caribbean entity to an existing Papaya contract can be efficient.
It is usually overkill when you are a 3-25 seat team in one or two islands with no other global payroll. In that case, a direct regional EOR or a local payroll bureau is cheaper and closer to the statutory detail. See Multiplier vs Papaya Global and EOR vs PEO vs payroll bureau.
There is also a middle path. If you own or plan to open a DR entity, Papaya payroll-only may be competitive with a local bureau and gives you consolidated reporting. Price it against the $25-$65 PEPM bureau benchmark plus setup, and against a direct regional EOR for the first year while the entity is being registered. The breakeven calculator shows when the entity pays for itself.
Negotiation levers
- Implementation waiver in exchange for a 24-month term.
- Remove or lower minimums for countries with fewer than 10 employees.
- Hybrid model. Use Papaya payroll where you own entities and a regional EOR elsewhere; ask Papaya to ingest the regional provider data for reporting.
- FX terms. Named rate plus fixed margin, or the option to prefund in DOP.
- Tiered EOR fee stepping down at 10, 25 and 50 seats in one country.
Enterprise contracts are usually negotiated with procurement involved on both sides. Prepare a one-page term sheet with your target fee, deposit, minimum and FX terms, and ask Papaya to respond line by line. Include your 24-month headcount plan by country; providers price better when they can see volume. If you have a competing regional quote for the DR seats, share the total rather than the provider name. Ask for any agreed concession to be reflected in the order form, and check that renewal terms do not reset discounts after year one.

FAQs
What does Papaya Global charge for Caribbean EOR?
Quotes we have seen and market benchmarks place Papaya EOR at $499 to $650 or more per employee per month, depending on volume and modules. Implementation fees, minimums and payment rail fees may be added. Ask for every line in the order form.
What are employer costs in the Dominican Republic?
In 2026 employers pay SFS 7.09%, AFP 7.10%, SRL 1.10%-1.60% and INFOTEP 1.0%, plus a 13th-month salary of one twelfth of annual ordinary wages. Caps apply in multiples of the minimum wage; confirm with TSS before payroll is run.
Is Papaya Global good for a small Caribbean team?
Papaya is designed for multi-country enterprise payroll. For a single-island team of under 25 people, a flat USD fee of $500+ per employee is a large share of local salaries, and regional providers are usually cheaper.
Can I use Papaya for payroll only?
Yes, if you own a local entity, Papaya offers payroll services without EOR. Compare the per-employee price and any country minimum with the $25-$65 PEPM benchmark for a local managed payroll bureau.
