Jamaica vs the Dominican Republic for nearshore customer support and tech teams

Jamaica and the Dominican Republic land at almost the same all-in cost per seat once the DR's mandatory 13th month is counted, so cost rarely decides between them. Jamaica gives you a native English pool on US Eastern time; the DR gives you Spanish and bilingual agents one hour ahead and a Zona Franca regime. The bigger difference is termination exposure: DR severance starts after three months of service, Jamaica's after two years.

The two hubs side by side

Both countries have mature contact-center industries, direct flights to the US East Coast and a large pool of people with CX experience. The differences that matter for an operations director are below.

Time zone deserves attention. Neither country observes daylight saving, so Jamaica matches New York in winter and is one hour behind in summer, while the DR matches New York in summer and is one hour ahead in winter. Schedule shift patterns around that.

Worked example: one CX seat in each country

The wages below are illustrative planning benchmarks for an experienced agent (English in Jamaica, bilingual in the DR), not survey data. Replace them with current figures from your recruiter. FX is the November 2026 benchmark: USD 1 = JMD 158 and DOP 63.5.

Jamaica: gross JMD 110,000 per month NIS 3.0% x 110,000 = JMD 3,300.00 NHT 3.0% x 110,000 = JMD 3,300.00 Ed Tax 3.5% x (110,000 - 3,300) = 3.5% x 106,700 = JMD 3,734.50 HEART 3.0% x 110,000 = JMD 3,300.00 Statutory total = JMD 13,634.50 (12.4% of gross) Cost per seat 123,634.50 / 158 = USD 782.50 Dominican Republic: gross DOP 40,000 per month SFS 7.09% x 40,000 = DOP 2,836.00 AFP 7.10% x 40,000 = DOP 2,840.00 SRL 1.20% x 40,000 (office risk tier) = DOP 480.00 INFOTEP 1.00% x 40,000 = DOP 400.00 Statutory total = DOP 6,556.00 (16.4% of gross) 13th month accrual 40,000 / 12 = DOP 3,333.33 Cost per seat 49,889.33 / 63.5 = USD 785.66 20 seats for 12 months (240 seat-months), regional EOR at $250 PEPM Jamaica: 782.50 x 240 = 187,800.00 + fee 60,000 + FX 2.5% 4,695.00 = USD 252,495.00 DR: 785.66 x 240 = 188,558.40 + fee 60,000 + FX 2.5% 4,713.96 = USD 253,272.36

On these benchmarks the gap is under USD 800 a year for twenty seats. The wage assumption moves the answer far more than the statutory rates do: a 10% change in the base wage in either country is worth about USD 17,000 a year on twenty seats. At this salary the DR contribution caps (10 minimum wages for SFS, 20 for AFP, 4 for SRL) are not expected to bind; confirm with TSS.

Severance exposure: where the two hubs really differ

Contact centers have high attrition and periodic downsizing, so termination cost per seat matters. Compare an agent with three years of service, terminated for business reasons, on the same benchmark wages.

Jamaica (ETRPA): JMD 110,000 per month, 3 years Weekly pay 110,000 x 12 / 52 = JMD 25,384.62 Redundancy 2 weeks x 3 years = 6 weeks = JMD 152,307.69 In USD 152,307.69 / 158 = USD 963.97 Notice: 2 weeks (can be worked) Dominican Republic (Law 16-92): DOP 40,000 per month, 3 years Daily wage 40,000 / 23.83 (divisor used in DR practice; confirm) = DOP 1,678.56 Cesantia 21 days x 3 years = 63 days = DOP 105,749.06 Preaviso 28 days, if not worked = DOP 46,999.58 Total if notice paid in lieu = DOP 152,748.64 In USD 152,748.64 / 63.5 = USD 2,405.49 Plus proportionate 13th month and vacation

The DR figure is more than twice the Jamaican one for the same tenure, and DR cesantía applies from three months, while Jamaica's redundancy entitlement starts at 104 weeks. If your model involves ramping seats up and down with client volumes, budget a termination reserve in the DR from day one. Our termination and redundancy playbook covers process in both countries.

Talent pools, banking and FX

Talent. Jamaica's advantage is native English and cultural familiarity for US and UK voice work, plus a growing pool in finance and accounting support. The DR's advantage is Spanish-language coverage for US Hispanic customers and Latin American markets, with a bilingual pool concentrated in Santo Domingo and Santiago. For mixed English and Spanish queues, some operators run both hubs.

Banking and FX. Both currencies float. Funding JMD or DOP payroll from USD through a provider adds a conversion margin; the benchmark is 2.5%, within a 1.5%-3.5% range seen in quotes. On twenty seats that is roughly USD 4,700 a year in either country, as shown above. Ask any provider for its margin over a named reference rate. Local payment rails differ; see paying Caribbean teams through local banks.

Regimes. The DR's Zona Franca framework is widely used by BPO operators; Jamaica offers Special Economic Zones. Both carry conditions on licensing and location; take local advice before relying on either in a business case.

Full statutory detail is on the Jamaica hub and the Dominican Republic hub.

Questions to put in writing, and a decision checklist

Ask any EOR or BPO staffing provider in either country to confirm in writing:

  1. Which entity employs the agents, and is it registered with TAJ (Jamaica) or TSS (DR) under its own name?
  2. For the DR: how the 13th month and cesantía are accrued and billed, and whether accruals are held by the provider or billed at termination.
  3. For the DR: which SRL risk tier applies to a contact-center role.
  4. For Jamaica: a sample payslip with Education Tax on statutory income and HEART at 3%.
  5. The FX margin on JMD or DOP funding, and the deposit required.

Decision checklist:

  • Language mix of your queues is known (English only, Spanish only, or mixed).
  • Wage benchmarks come from a current local source, not this page.
  • Termination reserve is budgeted, especially for the DR.
  • Seat cost is modeled in the nearshore ROI calculator for Jamaica and for the DR.
  • Provider fees are checked with the EOR fee audit.
Statutory rates are 2026 figures; confirm with TAJ and TSS before payroll is run. Wages on this page are illustrative benchmarks.

Straight answers

FAQs

Is the Dominican Republic cheaper than Jamaica for CX seats?

Not by much once the 13th month is included. On the benchmarks on this page the all-in cost per seat is about USD 783 in Jamaica and USD 786 in the DR. Your actual wage rates decide it.

Does Jamaica require a 13th-month salary?

No. Jamaica has no statutory 13th month. The Dominican Republic requires a Salario de Navidad of 1/12 of annual ordinary wages, payable by December 20.

When does severance start in each country?

In the DR, cesantía starts after three months of service (5 days for 3-6 months). In Jamaica, redundancy pay under the ETRPA requires 104 weeks of continuous employment.

Which SRL rate applies in the DR?

SRL is 1.0% base plus 0.10%-0.60% by risk tier, so 1.10%-1.60% employer-only. Office work is usually in a low tier; confirm the classification with TSS or your provider.

Is Jamaican NIS capped?

Yes, at JMD 5,000,000 a year (JMD 416,666.67 a month), so maximum employer NIS is JMD 12,500 a month. NHT, Education Tax and HEART are not capped.
